Competitive Innovations LLC (CI) is seeking a Program Specialist to support the work of the Director and Deputy Director to the Office of Energy Supply Chains in the Directorate for Energy and Critical Minerals at the U.S. Department of States Bureau of Economic Energy and Critical Minerals at (EEB/ECM/ESC). The Program Specialist will provide program coordination and administrative duties. This is a full-time position located in Washington D.C.Responsibilities:The Program Specialist will perform a wide range of duties including but not limited to: Program Coordination (45% of Time): - The incumbent will assist the energy export promotion team within ESC helping to advance U.S. energy dominance through identification and promotion of export and investment opportunities for U.S. energy resources and energy technologies.
- The incumbent will support ESCs quantitative and qualitative energy analysis efforts including conducting research collecting data and preparing analytic products under the supervision of the Energy Export and Analysis Team Lead.
- The incumbent will prepare written Daily Activity Reports summarizing ESCs work and highlighting other important energy sector developments that are at the intersection of American energy dominance and America first foreign policy interests.
- The incumbent will prepare briefing books for trips or high-level meetings as required by ESC Office leadership.
- The incumbent will manage external and internal meeting requests for ESC Office leadership including responsibility for scheduling escort logistics and preparation of paper and meeting summaries.
Administrative Management (30% of time): - The Program Specialist manages various operational support activities of the office to include developing processes and procedures to conduct and coordinate management issues such as personnel travel general services training communication and correspondence issues office security oversight and scheduling.
- The incumbent will perform key administrative duties for the office including procurement management of travel requests taxi reimbursements and time and attendance for all members of the office. The incumbent must master the software systems necessary for travel arrangements and time and attendance.
- The incumbent interprets regulations and directives that may be important to the activities of the office and refers those of importance to the staff.
- The incumbent will also be expected to manage electronic files on the shared drive.
- The incumbent serves as a liaison with administrative and information technology colleagues on resource needs connectivity issues and maintaining an up-to-date webpage for ESC on the State Department external website.
Outreach Coordination and Educational Programs (20% of time): - The incumbent supports ESCs planning and implementation of educational programs as needed including energy sector training for Department officers and local staff created in conjunction with FSI.
- The incumbent manages the subscription coordination process including providing logons to staff.
- The incumbent requests and tracks ESCs speaking clearance requests made to GPA and informs speakers when the requests have been approved.
- The incumbent prepares submits and tracks ESCs engagement and travel requests made to Bureau leadership and informs participants and/or travelers when requests have been approved.
- Incumbent coordinates meetings and briefings with outside energy experts to speak with ESC staff and the broader Department and drafts meeting and briefing summaries and if appropriate Daily Activity Reports.
- Incumbent assists as needed with communications to embassies overseas including support as needed for the creation and dissemination.
Other Duties (5% of Time): - Performs other related duties as assigned.
Deliverables:- Daily Activity Reports The Contractor will be required to prepare once or twice weekly Daily Activity Reports approved by the Office Deputy Director summarizing ESCs work and highlighting other important energy sector developments that are at the intersection of American energy dominance and America first foreign policy interests.
- Weekly Time and Attendance The Contractor will provide employee time and attendance data to the Contracting Officer Representative and/or designated Task Manager on a biweekly basis or as required.

Minimum Qualifications:- Active Secret Security Clearance
- Two (2) years of experience plus a Bachelors degree 3 years of experience and an Associates degree or 4 years of experience
- Proficiency in the use of standard computer programs (to include Microsoft Teams functions Microsoft Office Suite including Excel Outlook and Power Point) to collect organize prepare analyze and present information to a variety of audiences.
- Ability to consider the offices policy priorities and then make judgements and decisions about which media articles and data are most relevant to informing those priorities.
- Communicate effectively and respond within a reasonable timeframe to requests both orally and in writing to provide information and assistance prepare correspondence and reports discuss procedures participate in meetings and solve problems.
- Ability to plan organize and prioritize multiple assignments with tight deadlines that often require coordination with other organizations. This includes ability to apply government regulations and procedures such as travel regulations as they pertain to domestic and international travel.
