Job: Emergency Department Manager Classification: Salaried/Exempt FLSA Category: Executive Exemption Job Category: 1.2 First / Mid-Level Officials and Managers
Position Summary The Emergency Department (ED) Manager is responsible for the overall leadership management and daily operations of the Emergency Department. This position ensures compliance with CMS Conditions of Participation Texas Administrative Code EMTALA requirements and Joint Commission standards while promoting high-quality safe and patient-centered emergency care. The ED Manager provides oversight for patient care staffing budgeting regulatory readiness performance improvement and nursing practice consistent with state and federal regulations and the Nurse Practice Act of Texas.
Essential Functions -Provides 24/7 administrative and clinical leadership for the Emergency Department. -Develops implements and evaluates departmental policies and procedures to ensure compliance with CMS Texas Health & Human Services Commission (HHSC) and Texas Board of Nursing regulations. -Ensures compliance with Texas Administrative Code 133.41 (Hospital Functions and Services) including emergency services staffing equipment and medical record documentation requirements. -Oversees adherence to EMTALA requirements regarding medical screening exams stabilization and transfers. -Collaborates with hospital leadership to ensure emergency preparedness and disaster response planning per state and federal requirements. -Ensures safe high-quality and evidence-based nursing care is delivered in compliance with Texas Nursing Practice Act (TAC Title 22 Part 11 Chapter 217). -Monitors patient flow throughput and quality outcomes including Left Without Being Seen (LWBS) 72-hour returns and sepsis compliance. -Collaborates with the Emergency Department Physician Leadership to ensure that hospital policies and procedures and guidelines for the care of all patient populations is driven by best practice. -Facilitates family-centered care trauma-informed care and compliance with TAC 133.44 (Patient Rights). -Recruits hires and retains qualified nursing staff per TAC staffing requirements. -Oversees staff scheduling to ensure compliance with Texas law requiring appropriate nurse-to- patient ratios in emergency services. -Provides staff education on forensic evidence collection sexual assault nurse examiner (SANE) requirements trauma care and continuing education mandated by Texas law (TAC 217.11 and 217.19). -Conducts performance evaluations and ensures staff competencies are documented and current. -Maintains continuous survey readiness for CMS HHSC and The Joint Commission. -Leads the EDs Quality Assessment and Performance Improvement (QAPI) program as required by CMS and TAC 133.41(j) including review of variances mortality/morbidity cases and patient safety events. --Ensures compliance with restraint and seclusion standards under CMS Conditions of Participation (42 CFR 482.13) and TAC 133.44. -Oversees infection prevention and control measures in collaboration with the hospital Infection Preventionist. -Develops and manages the ED operating budget ensuring fiscal responsibility and resource utilization appropriate for a rural hospital setting. -Coordinates capital requests for equipment and technology needed to meet regulatory and patient care standards. -Acts as liaison between nursing staff providers hospital administration and external regulatory agencies. -Participates in community outreach and regional emergency preparedness planning as required for rural facilities. -Engages in multidisciplinary rounds committees and leadership councils.
Work Experience -Minimum of 5 years of clinical nursing experience in emergency or critical care with 3 years of progressive leadership experience. -Knowledge of CMS CoPs EMTALA Joint Commission standards and Texas Administrative Code requirements for emergency services.
Education -Current licensure as a Registered Nurse (RN) in Texas in good standing required. -Bachelors of Science in Nursing preferred. -Masters degree in Nursing preferred. -BLS (Basic Life Support) required upon hire date. -ACLS (Advanced Cardiovascular Life Support) within 90 days of hire date. -TNCC (Trauma Nursing Core Corse) within 12 months of hire date. -ENPC or PALS (Pediatric Advanced Life Support/ Emergency Nursing Pediatric Corse) within 6 months of hire date. -CEN certification preferred.
