ABOUT THE CLPNA

The College of Licensed Practical Nurses of Alberta (CLPNA) is a non-profit regulatory organization. The CLPNA exists to protect Alberta healthcare users. Our first responsibility is to the public. We regulate the profession of Licensed Practical Nurses (LPNs) setting and maintaining standards to ensure the public receives safe competent and ethical healthcare services. Our focus and commitment to public protection and regulatory excellence underscores everything we do. The CLPNA has partnered with Alberta Health to lead the development and the continued operations of the Alberta Health Care Aide (HCA) Alberta HCAs are not a regulated profession although HCAs will become regulated under the Health Professions Act in the future.

EMPLOYMENT TERM

This is a full-time permanent appointment. The position is eligible for hybrid work with a requirement to work in our Edmonton office on a regular basis.

THE ROLE

As delegated by the Deputy Registrar the Competence Manager leads the competence team to ensure the application registration and renewal competence processes align with the Health Professions Act Licensed Practical Nurse Profession Regulation Fair Registration Practices Act Labour Mobility Act and other relevant legislation and policies supporting transparent impartial and procedurally fair assessments and safe registrant practices in Alberta. They support the mandate of the CLPNA by ensuring processes and assessments are evidence-informed factually accurate reviewed and approved in accordance with the established timelines and schedules. They establish and maintain processes and tools related to the audit competence and continuing competence programs which align with legislation. This role will guide and lead the competence team with complex assessments audits and requests.

KEY RESPONSIBILITIES

  • Coach Mentor and Lead Competency Team: provide supervision mentorship and guidance to the Registration Competence Advisors and Registration Officer including the recruitment selection and orientation of new team members to ensure operational effectiveness and collaboration. Set resource and implement department initiatives to assist the team in reaching their goals.
  • Competence Assessments: oversee the consistency and reliability in the issuance of registration and renewal evaluation and decision letters that are transparent impartial defensible and procedurally fair. Respond to escalated matters with registrants and applicants ensuring a clear understanding of the substantial equivalency framework and communicate high risk or sensitive matters internally.
  • Continuing Competence Program: develop and implement evidence-based programs for LPNs and HCAs focused on ongoing development of a professionals knowledge skills and judgement to support safe ethical and high-quality care. Provide leadership to the continuing competence audit processes. Prepare recommendations and provide support to the Competence Committee.
  • Research: analyze trends assess gaps and formulate recommendations for improvements to the competence assessments and to continuing competence programs to the Deputy Registrar/Director Registration & Competence as needed. Develop maintain and implement evidence-based competency assessments for both the LPN and HCA professions including evaluation rubrics prior learning assessments (PLAR) and self-assessment tools. Make recommendations for improvements to the Deputy Registrar/Director Registration & Competence as needed.
  • Partner Relations: collaborate with the Director Registration Managers and other identified partners on initiatives and projects involving competence related regulation competence assessments and the continuing competence programs the LPN or HCA professions and/or legislation to support internal provincial or national strategic initiatives.

SKILLS & ABILITIES

You are a professional with honed skills in achieving service standards as well as conducting thorough analysis and review of objectives within established guidelines. You have exceptional knowledge translation skills including the ability to interpret legislation and explain complicated legal concepts in a concise manner using plain language. You have a strong understanding of health-related trends political issues legislation changes and concerns that may impact LPNs and HCAs nursing and/or healthcare.

You are well-versed in the HPA Health Professions Restricted Activities Regulation Health Information Act and their application to the professions regulated by the CLPNA. You are analytical and have strong critical thinking skills making sound decisions and recommendations in your work. You are comfortable working with legislation and policies and possess a broad system thinking approach considering impacts both internal and external to an organization. You are a strong leader providing guidance mentorship and development to a group of professionals. You conduct your work autonomously collaborating and communicating with colleagues appropriately and effectively.

EXPERIENCE

  • University degree in Public Administration Nursing Public Policy Education and/or Business Administration.
  • Professional Nursing designation with active practice permit preferred.
  • Minimum of five years experience in a mid- to senior-level healthcare or related position preferably within a regulatory environment.
  • Three to five years of experience in supervision or a leadership capacity is required.
  • Experience in research as well as familiarity with data analysis.
  • Knowledge of and experience utilizing change management principles is considered an asset.

OTHER QUALIFICATIONS

  • Intermediate to advanced PC/computer skills with solid understanding of MS Office.
  • Must speak read and write English fluently.
  • Satisfactory professional and criminal reference checks.
  • Must be eligible to work in Canada.
