BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
The United Nations World Food Programme is the worlds largest humanitarian agency fighting hunger worldwide. The mission of WFP is to help the world achieve Zero Hunger. Every day WFP works to ensure that nobody goes to bed hungry and that the poorest and most vulnerable particularly women and children are able to meet their food and other essential needs.
WFP endeavours to reach as many people in need as possible utilising available resources. This means making sure that assistance reaches the intended people while preventing or detecting the possible divergence of entitlements. WFP either collects personal data from people directly or receives data from partners in order to enrol beneficiaries into assistance programmes. WFP continually verifies people in order to make sure that entitlements are going to the intended individuals and families.
The Delivery Systems Services (DSS) within the Delivery Assurance Service within Supply Chain and Delivery division in HQ has been tasked with leading WFPs corporate operational systems and services for WFPs in-kind and CBT programmes. DSS intends to support WFP Country Offices and in some cases partners and governments through a service-model that includes clearly-defined deliverables transparent costs and overall excellent service provision. DSS is therefore recruiting Operations and Delivery Officers to develop and deliver the global service and support to country offices for key business processes related to registration enrolment verification and the delivery of CBT and in-kind assistance.
This role is based in Headquarters (HQ) in the Supply Chain and Delivery division (SCD).
Job Purpose:
Support the design of business processes key controls and business requirements for registration enrolment verification and the delivery of CBT and in-kind assistance. Work in partnership with WFPs Technology division (TEC) and relevant product owners to ensure that the business capabilities needed are embedded in corporate systems tools and services. Support the development and delivery of global services and technical support offered to WFP country offices and partners IDM systems and operations. Ensure close coordination with WFP field colleagues end-users of systems beneficiaries and other key stakeholders and deploy on mission to solve challenges and develop optimal field operations. Review feedback and requests from WFP country offices and work towards meeting their needs through overall excellent support and service provision.

RESPONSIBILITIES:
the communication and coordination activities with key stakeholders of IDM (Identitymanagement) solutions including COs and RBs and external partners.
support to country offices with their operational needs specifically related tostandard operating procedures best practices and IDM services incl. SCOPE Self- registration tool Payment Instrument tracker (PIT) and/or beyond.
the documentation of business processes and requirements for CBT or in-kind.
support to project management prioritization of new features documentation ofproduct roadmaps backlog management and change requests for IDM systems and solutions.
closely with DASs normative and policy focal points user experience experts and otherkey stakeholders to ensure that corporate systems and services are developed and offeredfollowing a human-centred design approach user journey mapping and are upholding ofpeoples rights to privacy and protection.
engagement activities of DSS IDM with WFP HQ country offices and regionalcounterparts to agree on deliverables and facilitate the delivery of support services.
user research and satisfaction evaluation activities to ensure solution consistency andexcellent user experience.
on mission provide field support and deliver trainings when needed.
QUALIFICATIONS & EXPERIENCE REQUIRED:
Education: University Degree or Advanced University Degree in international relations political or economic science business administration computer and information systems or other relevant academic areas.
Experience: 2 years of relevant progressive work experience in humanitarian or private sector. Experience with designing and implementing humanitarian in-kind or cash programmes involving the project management registration verification or enrolment of beneficiaries is key.
Knowledge & Skills:
Microsoft Office data collection tools and database technologies. Experience and ability to effectively engage and coordinate across a variety of stakeholders.
Languages: Fluency (level C) in English with an intermediate knowledge of another official UN language (Arabic Chinese French Russian and Spanish) or Portuguese (one of
WFPs working languages) is desirable.
