The Leidos Digital Modernization Sector is seeking an experienced Program Manager to support the Military Sealift Command Bysiness Systems Branch (N6). The Military Sealift Command (MSC) Business Systems Branch (Code N611) manages operates and maintains the Commands Business Systems as well as interfaces with Navy Enterprise Defense Business Systems. MSCs Business Systems are comprised of several software intensive systems designed to provide business activity support to globally assigned ashore and afloat personnel.
The Program Manager will play a key role with being responsible for the execution on all activities on the contract.
The Program Manager serves as the Contractors single contract manager and shall be the Contractors authorized interface with the Government KO the COR and Government management personnel. The Program Manager is responsible for all technical and managerial aspects of contract performance including implementation technical assistance and life-cycle support of all MSC programs supported.
Primary Responsibilities:
-The PM shall have authority over the resources necessary to accomplish the work
- Provide IT expertise and have communication skills to be able to interface with all levels of management
-Establish policies and procedures for achieving the standards required for contract performance
- Assign schedule direct and control work effort of technical and functional specialists
- Ensure conformity of work to prescribed standards approve correspondence which expresses the Contractors policy performance status schedule and funding estimate.
Basic Qualifications:
- MS degree in Engineering Computer Science Mathematics Management Information Systems Business Administration Project Management or related field. (May not be substituted with experience).
-Fifteen (15) years of program management experience for Department of Defense (DoD) or Department of the Navy (DoN) programs directly related to the implementation and maintenance of management information systems with demonstrated technical and managerial leadership in the scope and depth of tasks described in the PWS.
- Ten (10) years of program leadership which must include: o Complete project development from inception to deployment o Proven expertise in the management and control of funds and resources o Demonstrated ability to manage multi-task information systems development projects using a DevSecOps framework o Proven experience with migrating systems to cloud o Knowledge of DoD Cyber Strategy to include Cyber Risk Zero Trust and Data strategies. o Knowledge of the DoN Zero Trust Implementation Plan o Knowledge of DoD/DoN Data Strategy initiatives to include implementation of data tools AI and BI
- Within the 10 years specialized experience shall have five years of progressive experience as a senior-level manager of a technical computer-oriented work force of at least 50 working through at least two levels of supervision
