Position Overview

The Illinois Department of Commerce & Economic Opportunity is looking to hire a Northern Illinois Workforce Regional Manager for the Office of Employment and Training to build strong partnerships with workforce education and economic development partners to meet the evolving workforce needs in Northern Illinois. This position manages a team of subject matter experts that provide rapid response and layoff aversion services to support workers and employers that are impacted by layoffs and business closures. The Northern Illinois Workforce Regional Manager also designs and implements workforce development strategies that align with the regional workforce education and economic development goals address workers skill gaps and provide career pathways for workers. Essential Functions

  • Formulates plans and administers major components of the federal Workforce Innovation Opportunity Act (WIOA) the Trade Adjustment Assistance Act (TAA or Trade) and other state-funded programs for the Northern Illinois Region.
  • Administers federal programs and services authorized by the WIOA including rapid response and layoff aversion and other required statewide workforce activities.
  • Administers other grant programs including the Trade Adjustment Assistance Act National Dislocated Worker Grants and other statewide initiatives.
  • Serves as full line supervisor.
  • Provides complex analysis of program objectives.
  • Directs annual budget development and justification for Workforce Development and Trade Assistance division services related to trade assistance rapid response and layoff aversion.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

  • Requires knowledge skill and mental development equivalent to (4) four years of college General / Public Administration Business or closely related work experience.
  • Requires (4) four years of progressively responsible administrative work experience with the Workforce Innovation and Opportunity Act Trade Adjustment Assistance Act or other federal/state workforce programs.

Preferred Qualifications

  • Prefers four (4) years of progressive experience developing program policies procedures and funding application documents to support workforce development grant programs.
  • Prefers four (4) years of experience conducting quality control analysis of programs projects and initiatives to assess the requirements activities and outcomes.
  • Prefers four (4) years of experience developing and delivering public presentations in a variety of settings.
  • Prefers intermediate level experience in the utilization of spreadsheet software document creation. email and cloud-based platforms.
  • Prefers two (2) years of administrative work experience with the administrative requirements of state and federal grants and the Grant Accountability and Transparency Act.

Conditions of Employment

  • Overtime is a condition of employment and you may be requested or required/mandated to work overtime including scheduled unscheduled or last-minute may require ability to work evenings and weekends.
  • Requires ability to travel in the performance of duties with overnight stays as appropriate.
  • Requires appropriate valid drivers license.
  • Requires completion of a background check and self-disclosure of criminal history.
  • Requires use of an agency-supplied mobile phone.
  • This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.
