Job Description

THE SELECTED CANDIDATE WILL BE OFFERED A SALARY OF $100000.00 - $110000.00.

The Administration for Childrens Services (ACS) protects and promotes the safety and well-being of children and families through child welfare and juvenile justice services and community supports. ACS manages community-based supports and foster care services and provides subsidized childcare vouchers. ACS child protection staff respond to allegations of child maltreatment. In juvenile justice ACS oversees detention placement and programs for youth in the community.

ACS Office of Human Resources (OHR) serves as a critical component in managing the agencys most valuable resources our employees. OHR holds a broad spectrum of responsibilities that contribute directly to ACS vision of offering comprehensive quality services that empower children and families to thrive. OHRs primary functions include developing and implementing the agencys human resources policies and procedures recruiting and hiring qualified candidates for open positions providing onboarding and training to new employees managing employee performance and compensation and ensuring compliance with all applicable employment civil service and labor laws. In addition to our primary functions OHR provides a variety of other services to employees such as career development employee benefits and wellness programs. OHR also works in partnership with ACS program areas and divisions to provide initiatives and services that nurture and develop an environment of employee empowerment advocacy and involvement in the organization while attracting and cultivating a diverse dynamic workforce.

Within OHR the Timekeeping Unit is responsible for overseeing the processing of weekly electronic timesheets for 7000 ACS employees and providing support and best practice guidance to front-line employees and supervisors.

OHR Timekeeping is seeking a Deputy Director of Timekeeping who will be responsible for assisting the Director of Timekeeping in managing and overseeing the entire Timekeeping function as well as providing strategic input and guidance to achieve the units primary goal of ensuring timely and accurate payments are furnished to ACS staff on a biweekly basis. The Deputy Director will work closely with other HR units such as Payroll and Employment Services as well as Division liaisons to achieve common goals.

The duties and responsibilities of the Deputy Director of Timekeeping will include but will not be limited to:

- Build and develop the Timekeeping Team to achieve a thorough understanding and knowledge of citywide time and leave policies and complex Citytime transactions among the team

- Evaluate current Timekeeping processes identify areas of improvement and develop and deploy procedures that increase accuracy and efficiency

- Review and monitor the teams workload and assignments to ensure timeliness and quality standards are met

- Directly mange and oversee the DP-2001 (inter-agency transfer) process to optimize for accuracy and timeliness

- Interpret updates to citywide time and leave policies procedures or initiatives and provide assistance coaching and guidance to the Timekeeping team to facilitate implementation of directives

- Work closely with the Director of Timekeeping to troubleshoot complex issues and to assist in special projects and other high priority matters

- Collect data from Citytime CHRMS PMS PI and other systems to produce routine status reports for the Assistant Commissioner of Compensation Timekeeping and Workforce Analytics and Deputy Commissioner of Human Resources

- Produce Citytime reports to monitor and review the progress and status of the Timekeeping teams assignments offer guidance and instruction to staff whenever necessary

- Manage and coordinate Time and Leave Presentations for various Divisions and Borough Offices throughout the agency for the purposes of training supervisors and managers on best practices in Citytime in accordance with Citywide and ACS Time and Leave policies and procedures

- Maintain regular and consistent communication and collaboration with Payroll Employment Services and other HR units to ensure all ACS employees compensation and extended leaves are being processed timely and correctly

- Serve as internal liaison between the Timekeeping Unit and ACS Divisions to strengthen communication and provide assistance

- Consistently review internal Timekeeping procedures to identify potential areas of improvement introduce solutions and implement new processes to improve accuracy and efficiency

Qualifications :

A baccalaureate degree from an accredited college and two years of satisfactory full-time experience related to the projects and policies to be studied in the particular position.
