  • Travel: Travel is not authorized.
  • Type of Employment: 40 hours per week.
  • Period of Performance: 02 September 2025 to 30 August 2026
  • Estimate Pay: $54.40

Working Hours:
Work is typically scheduled from 8:00 a.m. to 5:00 p.m. Monday through Friday Hybrid - On Site and Telework. (Three (3) days remote with two (2) days (Thurs & Fri) required to be onsite at the location listed above.) While the schedule may need to be flexible it will not exceed 40 hours per week or 1696 hours total. The contractor may be occasionally called upon for after-hours as needed.

Summary:
The Project Manager 3 role focuses on translating client business needs into tailored technical and process solutions supported by precise financial modeling. It involves designing service strategies that meet customer requirements covering technology processes and staffing. The person in this role leads the creation of solution scopes risk assessments and financial plans applying deep industry knowledge to deliver competitive and effective proposals. They write detailed documentation such as Statements of Work outlining service delivery and project management plans. They also serve as a trusted advisor on technical services to both internal teams and external clients providing expert guidance and participating in presentations as needed. Throughout they follow established company procedures related to cost modeling approval workflows and documentation standards..

Mandatory Qualifications

  • At least 10 years - Skilled in managing project with implementations across large organizations. Experience should include developing and managing project plans documenting risks issues and contingency plans
  • At least 10 years - Ability to research gather assemble correlate and analyze facts; to devise solutions to problems; and to prepare concise reports and/or to analyze and solve complex and difficult problems
  • At least 10 years - Experience overseeing the development of SDLC artifacts ensure business requirements get translated into technical specifications guide and facilitate the SDLC process
  • At least 10 years - Experience developing and maintaining strong relationships with multiple project sponsors and stakeholder. Must possess strong communication and presentation skills.
  • At least 10 years - Ability to appropriately summarize and escalate issues and develop and present weekly status updates and conduct regular project team meetings
  • At least 10 years - Ability to work in a collaborative fast-paced environment
  • At least 10 years - Strong analytical and problem-solving skills
  • At least 8 years - Agile methodology overseeing and tracking development progress and ensuring project assignments align with project timelines
  • At least 8 years - Agile Experience - Managing the project with feature driven sprints

Highly Desired Qualifications:

  • At least 5 years - Experience implementing and using agile methodologies and best practices for 1 or more State of Texas Agencies
  • At least 5 years - Prior experience in healthcare or Public Health
  • At least 2 years - PMP Certification.
