Job Description

TITLE: Educational Stabilization Coordinator
TYPE: Individual Contract
SALARY: Per Individual Contract
REPORTS TO: Assistant Superintendent for Student Support Services


OBJECTIVE: Serves as the Districts Homeless Liaison Foster Care Coordinator and is responsible for assisting in the implementation and enforcement of the District attendance and residency policies.

Essential Duties and Responsibilities
1. Identify homeless children and youth as defined by the McKinney-Vento Homeless Education Act through communication and coordination with state and community agencies and with school personnel.
2. Facilitate the enrollment of homeless students placed in motels hotels shelters trailer parks or camping grounds due to the lack of alternative adequate accommodations unaccompanied youth doubling up with families due to loss of housing economic hardship or a similar reason ensuring they receive all the educational services for which they are eligible and have the same equal opportunity as other students in the District.
3. Make home visits to motels shelters and doubled-up housing regarding enrollments and conferring with parents/guardians about their children and the needs of the family.
4. Work collaboratively with school administration/staff regarding the issues and concerns that the identified homeless students are experiencing in school.

5. Work closely with community agencies such as DCF DTA FOR Families and etc. for the well- being of homeless students.

6. Coordinate and execute the community programs available to the District such as Link to Libraries United Way and the Arbors Christmas Gift Program.
7. Meet with the Assistant Superintendent for Student Support Services regarding the needs rights transportation and school placement of homeless students.
8. Attend local homeless liaison meetings and those required by the Massachusetts Department of Elementary and Secondary Education (DESE).
9. Oversee the DESE/McKinney-Vento grant and attend state and District meetings related to the grant.
10. Serve as District Foster Care Point of Contact responsibilities include but are not limited to:

a. Identify children in foster care as defined by the Every Student Succeeds Act (ESSA) through communication and coordination with state and community agencies and with school personnel;

b. Coordinate with the Department of Children and Families (DCF) on the implementation of the Every Student Succeeds Act (ESSA) provisions;
c. Facilitate immediate enrollment and the transfer of records;
d. Follow local transportation procedures;
e. Facilitate best interest determinations and transportation costs disputes;
f. Provide professional development and training to school staff on the ESSA provisions and
educational needs of children in foster care; and
g. Meet with the Assistant Superintendent for Student Support Services regarding the
needs rights transportation and school placements of foster care

11. Works collaboratively with the Supervisor of Attendance in attendance interventions and home visits.
12. Works collaboratively with the Family and Community Engagement Facilitator to provide information and services to students at risk.
13. Works closely with school administration school counselors and faculty to identify students with attendance issues.
14. Collaboratively performs address and residency verifications with the Supervisor of Attendance.
15. Acts as a liaison between the Chicopee Public Schools and the Hampden County District
Attorneys on matters of children requiring assistance (CRA) and educational neglect complaints (51As).
16. Assists in implementing the Massachusetts General Laws Chapter 76 sections 1 through 12 and the District Attendance and Residency Policies:
a. CRA petitions to Springfield Juvenile Court.
b. Works closely with all school staff DCF probation officers and other social agencies regarding students who are habitually absent and tardy.
c. Prepares and presents documentation for petitions of CRA and failure to send complaints to the Juvenile Court.
d. Represents the Chicopee Public Schools in above noted hearings at the Juvenile Court.
17. Prepares annual reports required by the Massachusetts Department of Elementary and Secondary Education (DESE) such as the Homeless and Foster Care Reports and any other reports as requested.
18. Is available to speak to groups concerning the functions of the office.
19. Performs other duties which may be assigned by the Assistant Superintendent for Student Services.

REQUIRED MINIMUM QUALIFICATIONS
1. Bachelors Degree in Education or Social Work
2. Experience in a school setting working with students staff and parents/guardians.
3. Experience working with the Probate and Juvenile Courts the Department of Children and Families (DCF) the Department of Youth Services Department of Transitional Assistance (DTA) and other community agencies
4. Knowledge of the Chicopee Public Schools and the City of Chicopee preferred.


ADA & MINIMUM QUALIFICATIONS TO PERFORM ESSENTIAL JOB FUNCTIONS
Physical Requirements: Must be physically able to operate a variety of equipment including computers copiers adding machines etc. Must be able to exert up to 10 pounds of force occasionally and/or a negligible amount of force constantly to lift carry push and pull or otherwise move objects including the human body. Must be able to stand crouch squat and bend over for a long period of time at intervals throughout the day.


Data Conception: Requires the ability to compare and/or judge the readily observable functional structural or composite characteristics (whether similar or divergent from obvious standards) of data people or things.


Interpersonal Communication: Requires the ability to speak and/or signal people to convey or exchange information. Includes giving instructions assignments or directions to subordinates or assistants.


Language Ability: Requires the ability to read a variety of correspondence reports forms newslettersschedules manuals invoices requisitions menus recipes journals etc. Requires the ability to prepare correspondence reports forms evaluations procedures charts surveys articles bid specifications brochures news releases handbooks budgets etc. using prescribed formats and conforming to all rules of punctuation grammar diction and style. Requires the ability to speak before groups of people with poise voice control and confidence.


Intelligence: Requires the ability to apply principles of logical or scientific thinking to define problems collect data establish facts and draw valid conclusions; to interpret an extensive variety of technical instructions in mathematical or diagrammatic form; and to deal with several abstract and concrete variables.


Verbal Aptitude: Requires the ability to record and deliver information to explain procedures to follow oral and written instructions. Must be able to communicate effectively and efficiently in a variety of technical or professional languages including medical legal accounting and marketing terminology.


Numerical Aptitude: Requires the ability to utilize mathematical formulas; to add and subtract; multiply and divide; utilize decimals and percentages; and to apply the principles of algebra and geometry.


Form/Spatial Aptitude: Requires the ability to inspect items for proper length width and shape.


Motor Coordination: Requires the ability to coordinate hands and eyes rapidly and accurately in using office equipment.


Manual Dexterity: Requires the ability to handle a variety of items such as office equipment and hand tools. Must have minimal levels of eye/hand/foot coordination.


Interpersonal: Requires the ability to deal with people beyond giving and receiving instructions. Must be adaptable to performing under stress and when confronted with emergency situations.


Physical Communication: Requires the ability to talk and hear: (Talking: expressing or exchanging ideas by means of spoken words. Hearing: perceiving nature of sounds by ear.) Must be able to communicate via telephone.
