GENERAL PURPOSE
Performs a variety of entry level technical and administrative duties related to general customer service material inventory and warehousing of the utilities materials. Sets blue stakes for electric line locating to guide contractors and customers in digging operations. Follows established processes and procedures. Supports meter technician with meter testing & reading. Enroll in a meter technician apprenticeship.

ESSENTIAL FUNCTIONS
General Department Support: Assists in receiving and processing daily work orders and helps monitor work order status. Inputs work tasks and blue stakes into management software (Cartegraph).
Warehouse & Inventory: Prepares processes and tracks inventory orders including warehousing materials needed for construction and maintenance; contacts vendors and secures price quotes; determines purchase sources based upon best pricing and response time; receives shipments including forklift operation verifies deliveries by comparing packing slips with purchase orders; makes adjustments in inventory software; prepares materials for inventory storage.
Underground Line Locations: Receives requests from Blue Stakes Location Center to locate and mark underground power lines; may meet customers under special circumstances to perform line locates; may monitor digging operations to determine compliance and safety practices.
Meter Technician Apprenticeship: As an apprentice the successful candidate will learn and perform the following tasks & skills:
Install or activate meters for new customer services; monitor meter operations to assure proper calibration and recording of electrical consumption; disconnects meter upon service termination or for failure to pay; analyzes meter problems and makes service technical repairs as needed.
Develops and maintains inventory of instruments meters instrument transformers and related equipment materials and supplies.
Install self-contained meters as well as primary and secondary voltage rated poly and single phase watt hour metering devices with current and potential transformers for commercial industrial and residential use; install power factor & reactive metering equipment as needed.
Calculate multipliers for meter installations as a basis for customer billing; reads and computes kilowatts and kilowatt hours from recording demand meters. Is responsible to verify and input all parameters which are required for proper billing of electrical usage.
Performs a variety of maintenance testing (both shop & field testing) calibration and repair on electrical instruments including single and polyphase watt hour and demand meters meter site analyzers recording volt and amp meters transformers etc. used in electrical utility programs for testing equipment; tests and maintains equipment; determines cause of meter malfunction.
Operates electronic hand-held meter reading instruments; reads commercial and residential electric meters on assigned routes and records meter readings; rereads exception list meters to remedy irregularities.
Visually checks operation of meters and reports tampering or damage; attaches new meter seals to electric meters.
Notes readings which appear to be high or low and assists in meter repair as needed; maintains accurate records of readings schedules damaged meters etc. and forwards information to their direct supervisor.
Turn customer meters on or off by properly disconnecting terminals upon customer request; deals with the public on routine meter reading questions and complaints and delivers verbal and written disconnect notices to customers.
Tests personal protective equipment used including rubber gloves etc.
Operates personal computers to enter and retrieve department data generate reports create spreadsheet documents. The ability to use Google software suite is required. Familiarity with Cartegraph asset management software is a plus but not required.
Performs other duties as assigned.
MINIMUM QUALIFICATIONS
1. Education and Experience:
A. Graduation from high school with background in general warehouse practice and procedures;
AND
B. One (1) year of responsible experience performing above or related duties; OR
C. An equivalent combination of education and experience.
2. Knowledge Skills and Abilities:
Working knowledge of modern office practices and procedures; of grammar spelling and punctuation; of modern filing systems related to alphabetical and numeric files; personal computer operations; telephone etiquette various office machines. Some knowledge of administrative and warehousing procedures; must be able to learn and operate line location equipment.
Skill in working with computer programs and files such as word excel powerpoint inventory management and other related programs.
Ability to exercise initiative learn new skills follow safety protocols exercise independent judgment and to act resourcefully under varying conditions; communicate effectively verbally and in writing; establish and maintain effective working relationships with fellow employees other agencies of the public; establish and maintain comprehensive records and files.
3. Special Qualifications:
Must have the ability to work well with the public under stressful situations and maintain a positive attitude.
Must possess a valid Utah drivers license. CDL certification is preferred by not required.
Experience operating forklift and other heavy equipment is preferred.
4. Work Environment:
Incumbent of the position performs in a typical office setting with appropriate climate controls. Tasks require a variety of physical activities related to walking standing stooping sitting reaching lifting (up to 75 lbs). Essential functions generally require communications such as talking hearing and seeing. Rapid work speed required in performing keyboard operations. Common eye hand finger leg and foot dexterity exist. Mental application utilizes memory for details verbal instructions emotional stability discriminating thinking and some creativity. Daily travel required in the normal course of job performance. Regular exposure to changing weather conditions and hazards common to power systems.
As per Washington City policy and/or procedures a background check and drug screening evaluation will be required for potential new hire candidates prior to an offer of employment. I understand that if I am under the age of 18 I must have my parent or my legal guardian grant their permission for the background check and drug screening test to be performed.
