POSITION: Director of Pre-K
IMMEDIATE SUPERVISOR:Executive Director of Elementary Education
FLSA STATUS:Exempt
TERM:261 days annually pursuant to WV Code; extended employment terms may be established by BCBOE
SALARY:In accordance with Berkeley County Schools Teacher with experience and education level along with Directors Index.
EVALUATION:Performance in this position will be evaluated by the Superintendent and in accordance with WV State Code 18A-2-12 WV State Board Policy 5310
MINIMUM TRAINING AND EXPERIENCE
Masters degree in Education or a related field and 5 years of teaching experiences in Early Learning Programs (preferred) as a program administrator; or any equivalent combination of training and experience which provides the required knowledge; skills and abilities. Extensive knowledge and practical application of early childhood instruction and early childhood special needs protocol and instruction. WV State licensure.
NATURE OF WORK
Under limited supervision performs a variety of supervisory and administrative tasks in monitoring and assisting the programs for Pre-K education. Employee directs and supervises programs and services for students in Pre-K education. Employee monitors the overall effectiveness of programs and ensures all are implemented within federal state and local regulations. Employee supervises a group of Pre-K-5 employees.
DUTIES AND RESPONSIBILITIES
Provides a framework and professional development for principals with Pre-K in their building (principal responsibilities expectations walk-throughs...)
Assumes overall responsibility for the preparation of necessary reports concerning the Pre-K Program including the Annual Desk Audit in Special Education.
Consults with Directors of supporting programs to discuss matters affecting program implementation student placement and eligibility and budget issues.
Works with subcontractors and key community support agencies for appropriate articulation and program implementation.
Serves as liaison between the school system and other agencies on projects related to preschool and literacy.
Maintains an ongoing evaluation of the programs effectiveness and recommends adjustments and changes as necessary within the framework of early
Plans schedules and coordinates leadership and staff development opportunities for Pre-K personnel.
Conducts an annual needs assessment as basis for project development. Makes recommendations for the expansion of new programs based on identified student needs.
Meets regularly and consults with members of County Collaborative Early Childhood Core Team the staff to discuss matters affecting all students taking part in the program.
Understand elements including developmentally appropriate curricula required instructional materials adoption process supplemental materials/curricular enhancements family engagement instruction environmental design and child assessment.
Understand High-quality preschool programs that are grounded in standards-based practices. WVBE Policy 2520.15: West Virginia Pre-K Standards (Ages 3-5) define the content standards and learning criteria for WV Pre-K as required by WVBE Policiesand 2419.
Keeps informed of new research and trends related to Pre-Kindergarten by reading professional materials and attending conferences and/or seminars.
Initiates and oversees curricular and instructional programs designed to improve instruction and student achievement
Coordinates and integrates the Creative Curriculum and instruction programs with principals coordinators and staff.
Initiates and maintains effective liaison with other programs such as representative(s) from the West Virginia Birth to Three System Regional Administrative Unit local Department of Health and Human Resources and/or Child Care Resource and Referral agency; school health representative; classroom teachers; Family Resource Networks; Parent Education Resource Center; Starting Points; faith-based early childhood program providers; and/or other community organizations and persons and with independent schools
Articulates agreements between contracted community programs this will include but not limited to evaluation discipline employee licensure etcetera to align with agency state and federal guidelines.
Assists in developing strategic plans for improving student achievement.
Proposes budgetary needs for implementation of instructional programs.
Assists in the development of school improvement plans; assists principals with school-based staff development plans.
Maintains open communication with all levels of the school system hierarchy; serves as liaison between schools and the various departments within the Central Office.
Maintains regular contact with other directors to exchange ideas share information and developplans.
Understand the guiding principles the WV Pre-K Standards (Ages 3-5) includes seven content areas to support the whole child. The content areas are:

Requires the ability to record and deliver information to explain procedures to follow oral and written instructions. Must be able to communicate effectively and efficiently in a variety of technical or professional languages including medical legal and counseling terminology.
Requires the ability to utilize mathematical formulas; to add and subtract; multiply and divide; utilize decimals and percentages.
Requires the ability to deal with people beyond giving and receiving of instructions. Must be adaptable to performing under stress and when confronted with emergency situations.
KNOWLEDGE SKILLS AND ABILITIES
Provides guidance to Pre-K teachers with learning environments and curriculum implementation.
Understands Policy 2419 and how it applies to Pre-K special needs and compliance
Understands and guides Implementation of Policy 2525
Considerable knowledge of local state and federal policies and procedures regarding Pre-K education.
Considerable knowledge of the County and School Board policies procedures and standards regarding education.
Considerable knowledge of the organization and communication channels of the school system.
Considerable knowledge of the ethical guidelines applicable to the position as outlined by professional organizations and/or federal state and local laws rules and regulations.
Considerable knowledge of the current literature trends methods and developments in the area of Pre-K education.
Considerable knowledge of the principles of supervision organization and administration.
Skill in developing staff.
Ability to schedule classes in buildings assessments and Pre-K registration
Ability to assess the needs of students.
Ability to plan develop implement and evaluate large programs.
Ability to develop and implement policies procedures and standards for services offered.
Ability to maintain complete and accurate records and statistics and to develop meaningful reports from that information.
Ability to use data to drive instruction
Ability to effectively express ideas orally and in writing.
Ability to make oral presentations before large groups of people.
Ability to exercise considerable tact and courtesy in frequent contact with the public.
Ability to establish and maintain effective working relationships as necessitated by work assignments.
