Job Description

Title: VP for General Finance and Grants Management

Status:Exempt Full-time 40 hours per week

Supervisor: Chief Administrative Officer

Salary: $114000 $124000 annual

Schedule:Monday-FridayHybrid

Function:

  • Responsible for the direction of the fiscal operations financial planning and budgeting business development and fiscal administration of the organization in conjunction with the CEO CAO CPO and Vice President of Revenue Cycle Management and Behavioral Health Finance.
  • Responsible for the ongoing development and monitoring of control systems designed to preserve agency assets and report accurate financial results.
  • Ensures that functions of the General Finance and Grants Management Teams are performed with a customer service philosophy; customers include staff Board & Committees funders and clients.
  • Provide mentoring guidance supervision and professional development to all staff.
  • Enhance the structure of the organization by staying abreast of best practices in the field.

Position Requirements:

  • Required minimum Bachelors in Accounting/Finance or related field with a minimum of Ten (10) years experience in financial administration human services leadership and government reporting or equivalent combination of education and experience.
  • Preferred MBA or CPA with ten (10) years non-profit accounting experience.
  • Ability to frequently and efficiently travel to Agency locations across three counties (Dutchess Ulster Orange).
  • Chairs committees as requested by the CAO.
  • Respond supportively to changes in programs and policies and take a broad view of ones position by assuming additional responsibilities when the need arises.

Position Responsibilities:

Finance

  • Leading the financial operations of Family Services programs and departments. Providing administrative oversight for fiscal and operational functions including accounting payroll grant administration and general business demands
  • Serve as a trusted advisor to the CAO meet on a timely and regular basis to provide updates on the status of fiscal and administrative issues; to identify problems in staffing services funding and community.
  • Establishes finance operational strategies by evaluating trends; establishing critical measurements; determining productivity quality and customer-service strategies; designing systems; resolving problems; and implementing change.
  • Reports financial status by developing forecasts reporting results analyzing variances and developing improvements.
  • Financial compliance with all revenue sources and custody of relevant financial information.
  • Directs and coordinates the establishment and monitoring of the organizations operating budget
  • Appraises the organizations financial position and issues periodic financial and operating reports to the CEO CAO CPO and the Board of Directors; ensures the board and management have timely and accurate information necessary to conduct business
  • Responsible for year-end and interim financial and governmental audits providing all information and materials for audit completion; interacts with the Audit Committee of the organization
  • Designs and implements a cash management system; prepares cash flow and other financial reports
  • Establishes and maintains effective business relationships with banks and other financial institutions
  • Responsible for developing and maintaining agency fiscal policies and procedures; is responsible to the Audit and Finance Committees of the organization
  • Integrate budgets for programs and monitor fiscal compliance of programs to ensure that funding for programs is responsibly managed
  • Provide financial oversight for restricted grants government contracts and complex funding streams.
  • Ensure accurate tracking and reporting of grant expenditures and support program teams with budget compliance.

Business Development

  • Assist in developing business through budget development program development and grant writing
  • Assess financial and operational impact of new ventures
  • Fosters and builds collaborative relationships with government colleague nonprofits businesses and other organizations to help accomplish the mission vision and objectives of the organization
  • Administration/General
  • Assume additional responsibilities in the absence of the CAO or other key leadership
  • Review and advise management on contractual obligations of organization
  • Maintain custody of all corporate contracts and agreements

Supervision

  • Direct supervision of the Associate Directors of Finance (General Accounting & Payroll) and Grants Management
  • Complete staff performance appraisals in a timely manner and address personnel issues through the agency progressive corrective action process in accordance with the personnel manual.
  • Facilitating staff development and recognition assuring that staff is appropriately trained and developed to meet the organization requirements and all regulations and further their professional growth.
  • Assuring appropriate staffing by recruiting interviewing and recommending candidates for positions in finance department and other key positions.
  • General Responsibilities:
  • Attends and actively participates in Leadership Team Meetings; provides support and guidance to Leadership Team members in financial business and other areas of expertise.
  • Attends program team meetings as appropriate.
  • Completes all work and reporting functions on time.
  • Ensures quality of customer service through continued assessment and improvement
  • Assuming additional responsibilities in the absence of the CAO and other key staff.
  • Supports practices and communicates agencies Mission and Statement of Values.
  • Interacts with stakeholders clients referral sources co-workers and others in a positive client-oriented manner; provides a positive example of professional behavior in the workplace.
  • Adheres to the Agencys Code of Conduct and Corporate Compliance Plan.
  • Makes regular reports to the Board of Directors and Board Committees; provides education information and support to same
  • In conjunction with VP of Operations monitors and ensures timely filing of all reports to maintain compliance with regulatory guidelines government contract requirements and fiscal standards as needed.
  • Performs other duties as required or assigned.
  • Performs all duties in a safe manner.
