Join our Government Law & Policy practice Team as a Legislative Affairs Manager located in our Tallahassee office.

This role will be based in our Tallahassee office on an in-office basis. Regular in-office presence is required for day-to-day operations as well as for team meetings training opportunities and relationship building. This role reports to the Business Director.

Position Summary

The Legislative Affairs Manager will be responsible for providing substantive legislative and legal support to attorneys in our fast-paced Government Law and Policy Practice. This position will have oversight of Florida Lobbyist Registration for Tallahassees Government Law & Policy Group responsibilities will include submitting new registrations and withdrawals reviewing quarterly compensation reporting responding to state audits and reviewing Florida house bill and issue disclosures. The Legislative Affairs Manager will manage and train a team of legislative assistants during interim committee weeks and the legislative session.

Key Responsibilities

RFP/RFQ Campaign Lobbyists Coordination

  • Reviews and tracks RFPs and RFQs; develops and crafts responses to requests

  • Coordinates and organizes appropriate and accurate documentation based on each response; monitors; the timely submission of proposals

  • Tracks and coordinates with team regarding firm and client campaign contributions

  • Organization of PACs and W-9s for candidate campaigns

  • Finalizes client-ready documents relating to campaign contributions

  • Meets weekly and one-on-one with lobbyists and committee regarding client needs and issues

Legislative Research Tracking and Reports

  • Reviews newly-filed bill summaries and distributes with client codes

  • Supports efforts towards Bill and Amendment drafting

  • Oversight of LobbyTools Tracking System

  • Compiles and distributes of daily comprehensive agenda calendar

  • Develops list of major issues and bills by lobbyist/client

  • Compiles and tracks all bills of interest for over 60 different clients lobbyists and firm interest

  • Conducts ongoing status and tracking of Governors actions on bills

  • Researches legislation for Tallahassee lobbyists as well as attorneys from other GT offices

  • Develops 40-50 weekly legislative reports; distributes to numerous insurance clients

  • Drafts narrative and summaries for weekly legislative reports for bills and issues of interest

Budgets Projects and External Communications

  • Coordinates with lobbyists and clients regarding local funding initiative forms relating to deadlines accuracy and filing

  • Coordination with House and Senate member aides regarding submission and accuracy of forms

  • Develops and distributes tracking sheets regarding status of appropriations projects before and during budget conferences

  • Reviews and distributes of pertinent sections of agency legislative budget requests pertinent Section of Governors/House/Senate Proposed Budgets

  • Maintains and oversees distribution of daily newsletter (Sunshine State Insights (SSI)) which covers news of interest regarding Florida state legislative and executive branches local government insurance and healthcare; drafts and distributes alerts relating to newsworthy events

  • Drafts and distributes alerts from Total Insurance Vision (TIV) relating to insurance bulletins passed legislation bills signed into law etc. for various states including: Florida Louisiana Texas and California

  • Oversees distribution of weekly report relating to California property insurance

  • Tracks monitors and reports on Louisiana Regular and Special Sessions; compiles and tracks bills of interest relating to insurance and budgetary matters

  • Reviews and distributes the Florida Administrative Register to the Tallahassee Government Law & Policy Group and other GT attorneys

  • Coordinates with GT Marketing regarding ads for various publications

  • Maintains a tracking list of potential business development points

  • Submits and tracks public records requests to state agencies

Client Relations

  • Provides technical assistance to a wide array of clients with questions and issues relating to executive branch grants and rule hearings/process as well as legislative research and information

  • Ability to field and answer client questions and relay information to appropriate lobbyists

  • Coordinates efforts and provides assistance to clients during visits to Tallahassee

  • Assists clients and their association members with setting meetings with legislators and provide schedule of meetings

  • Conduct effective billable work relating to: Licensing State agency rulemaking Statutory research

Qualifications

Skills & Competencies

  • Outstanding interpersonal and communication skills both written and oral including solid composition research and editing skill

  • Provide outstanding client services meet high quality standards for services and meet or exceed client expectations

  • Must be a self-starter able to work with a minimum of supervision yet be part of a global team

  • Position also requires the ability to work under pressure to meet strict deadlines effectively prioritize multiple tasks; have strong problem-solving ingenuity

  • Flexibility and adaptability to thrive in a fast-paced and dynamic work environment

  • High attention to detail outstanding organizational skills and the ability to manage time effectively

  • The successful candidate must be able to accommodate the irregular hours of the State legislature and other deadlines

Education & Prior Experience

  • Bachelors Degree required

  • Minimum of three years of experience within the Florida legislative process

  • Eight to ten years experience in a law firm professional services or government setting

  • Ability to understand compliance with regard to federal and state lobby activities

Technology

  • Advanced knowledge of Microsoft Windows and the Microsoft Office suite of applications particularly Word PowerPoint and Excel
