This position provides leadership support and oversight for all elements of the clinical work at our program including training & skill development coaching performance feedback and enforcement of program rules. This position ensures adherence to all program and agencys policies and procedures and assists Program Manager to develop and deliver high quality client care in accordance with Horizon Services standards and applicable federal state and county regulations. This is a supervisory position and is considered part of the program leadership team. This position will also provide direct client services and crisis support.

PRIMARY ACCOUNTABILITIES & RESPONSIBILITIES Accountabilities: (3-5) Providing Accurate Medicine Distribution
People Management- train and develop a high performing team
Client Care- ensure high level of services to clients
Safety & Security of Staff and Clients
QA & Compliance- follows and enforces program policies and procedures
Responsibilities: People Management
Support PM in interviewing staff.
Interview Hire and Training new staff and current staff.
Provide new hire orientation and training for all staff in relation to clinical work.
Provide ongoing feedback to relevant staff through individual clinical supervision meetings and clinical group supervision meetings.
Develop and deliver training to staff and other HSI staff as needed and requested.
Beneficiary Care
Provide on-call consultation and support for supervisees during non-regular work hours
Ensure quality care for beneficiaries consistent with regulatory standards and program policies and assist in improvement of services as needed
Provide crisis support intervention and de-escalation of conflict as needed
Develop knowledge of community resources related to health mental health finances case management and housing.
Consult with clinical staff to assess prioritize and plan case management referrals and facilitate connecting to off-site resources and care. Assist beneficiaries to access outside services as needed/assigned
Monitor beneficiaries to ensure appropriate supervision and knowledge of beneficiaries and activities
Facilitate conflict resolution meetings with staff and beneficiaries as needed
Provide direct counseling services (individual and group)
Punctuality and attendance to perform duties as scheduled
Comply and enforce HSIs policies and procedures
Enforce/reinforce policies and procedures of the programs and assist in creation of updated policies and procedures
Facilitate regular individual meetings and group meetings with supervisees and team meetings as assigned
Participate in regular staff meetings clinical supervision and trainings
Receive acknowledge and address beneficiary complaints in a timely manner as needed
Ensure adequate documentation of services by relevant staff
perform random audit of files monthly with support of Compliance Manager
Maintain a working knowledge of recovery and evidence-based practices as well as contract requirements
Other support and supervisory duties as assigned by the Program Manager.

Must be able to physically assist beneficiaries who are undergoing seizure or other major withdrawal symptoms to include an ambulatory escort to a Medical Center.
What else is required
Required: Knowledge of effective evidence-based interventions with co-occurring multi-cultural low-income population
Required: 2 years of experience working in a SUD treatment facility mental health facility and/or drug/alcohol treatment facility
Required: Completion of MA or MS in Clinical Counseling Psychology Marriage and Family Therapy or a related field
Required: Clinical License (MFT LPCC LCSW or related license) or Post Degree and registered with the New Mexico as an Associate in counseling related field.
Preferred: Meet New Mexico standards to provide clinical supervision to supervisees and sign clinical hours for BBS
Preferred: 2 years of experience training staff in a variety of skills including (but not limited to) verbal de-escalation group milieu management/therapy and clinical skills
Preferred: 2 years of experience engaging clients in group-based activities and providing positive programming for clients
Preferred: 2 years of experience providing crisis intervention services in mental health treatment and/or drug and alcohol treatment facility
Preferred: 1 years of experience managing budgetary needs and expenses
CPR/First Aid/AED certification or completion within 6 months of hire
Valid NM drivers license with a good driving record and car insurance
Fluency in at least one of New Mexico threshold languages (Vietnamese Mandarin Cantonese Dari Arabic Swahili Kinyarwanda and Din (Navajo)
