Job Description

Title: Executive Director of Finance

Reports to: Chief Finance Officer

Supervises: Accounting Finance Purchasing andStudent Information Systems

Job Goal:To lead the financial operations of the district including accounting purchasing warehousing accounts payable accounts receivable and student accounting in such a way to support the educational programs of the district within the financial resources available.

Qualifications

Bachelors Degree in Business Finance or Accounting is required.

Experience in school business financial management or related field preferred.

SKILLS are required to effectively perform the functions of this position. Specific skill-based competencies include: budget and financial planning analyzing school finance issues interpreting and explaining technical school finance policies and procedures researching collecting and analyzing data and preparing reports.

KNOWLEDGEis required of: Procedures for management of school finance district organization operation policies and procedures State and Federal laws statutes rules codes and regulations governing school finance activities and functions computer spreadsheet and database software applications and other Microsoft Office tools general office processes and procedures.

Performance Responsibilities

  1. Directly supervises employees within the finance accounting and student information systems areas and works with the Procurement Director to oversee purchasing
  2. Administers maintenance of district accounting software by oversight of workflow permissions roles and user security rights.
  3. Consults with staff and administrators to analyze facilitate and resolve budget and expenditure issues.
  4. Advises and assists the Chief Financial Officer with regard to the need of new and/or revised District policy statements. Assists with the development and update of District procedures. Monitors and assists to ensure policies and procedures are in compliance with Federal and State law and regulation.
  5. Maintains district financial records in accordance with state mandated financial record keeping requirements; prepares reports required by local state and federal agencies.
  6. Assists in the monitoring of budget limits and ensures budgets are not exceeded.
  7. Performs research and analysis on special finance projects and prepares reports based on the findings and results; assists the Chief Financial Officer in policy administration including researching and interpreting regulations and advising on budget development and implementation issues.
  8. Compiles extracts and analyzes statistical data on District operations and prepares technical reports as required.
  9. Acquires knowledge in software for the purpose of customizing data tracking expenditures and updating budget information.
  10. Ensures that the district is in compliance with all rules and regulations relating to the purchases of furniture equipment services and supplies applicable to public schools in the state of Arizona.
  11. Works with the Chief Financial Officer to plan prepare present and monitor annual district budget and assists in preparation of multi-year financial plans.
  12. Works with the Chief Financial Officer to prepare and complete the District Annual Financial Report.
  13. Assists in maintaining a continuous internal auditing program of District funds.
  14. Liaison with all auditors involved with district funds.
  15. Attends professional conferences and meetings in addition to meeting with district staff parents other district citizens and community organizations as directed.
  16. Responds to requests for information and assistance from employees management outside agencies and the public.
  17. Maintains and conducts evaluations of finance accounting purchasing and student information system staff performances.
  18. Maintains a high level of ethical behavior.
  19. Conducts group trainings and meetings.
  20. Maintains absolute confidentiality of all work-related matters personnel records and information.
  21. Performs other duties as assigned.

While performing the duties of this job the employee may occasionally push or lift up to fifty (50) pounds such as boxes supplies etc. The position requires the individual to meet multiple demands from several people and to interact with the public and other staff.
