Job Description:

The Oregon State Board of Nursing (OSBN) with the help of its staff interprets the Oregon Nurse Practice Act evaluates and approves nursing education and nursing assistant training programs issues licenses and renewals investigates complaints and takes disciplinary action against licensees who violate the Oregon Nurse Practice Act. OSBN also maintains the nursing assistant registry and administers competency evaluations for nursing assistants and provides testimony to the legislature and other organizations as needed.

As a member of OSBNs Investigations Department you will join a specialized team of professionals responsible for investigating clinical practice concerns and complaints for potential violations of the NPA (Nurse Practice Act). Nurse Investigators present investigation findings and recommended actions including disciplinary actions to an appointed board tasked with deciding the best course of action to ensure both the safety of the public while recognizing the impact their decisions may have on nursing professionals.

Heres what youll do as our next Nurse Investigator


Case Management

  • Evaluate cases for adherence to nursing practice standards and the Nurse Practice Act
  • Effectively prioritize and manage assigned case load
  • Enter relevant case information and documents into the database to track and monitor open cases

Investigations

  • Obtain and review documents and records from a wide variety of healthcare settings
  • Conduct virtual interviews (licensees witnesses attorneys)
  • Evaluate all information and evidence obtained throughout the investigation to determine if a legitimate violation has taken place
  • Author comprehensive investigatory reports and provide disciplinary recommendations (if applicable)

Board Activities

  • Present completed investigations to the Board (virtual and in person)
  • Participate in legal hearings in contested cases as required
  • Draft legal documents related to Board actions

Other duties as assigned
Occasional travel for conferences/trainings related to investigations/nursing regulation

What Were Looking For (Minimum Qualifications)

  • A Bachelors degree in Nursing AND

  • Five years of experience as a licensed health care professional in nursing or related field AND

  • Possess a valid Oregon RN License OR the ability to obtain a valid Oregon RN License prior to the proposed start date of employment

What Makes You Stand Out (Preferred Qualifications)

  • Demonstrated experience and skill in conducting fair unbiased and ethical interviews and investigations related to healthcare practices through a trauma informed lens

  • Diverse nursing background working in a variety of health care environments including acute care community-based/public healthcare criminal or non-criminal institutional care and ambulatory care settings

  • Experience working in roles focused on providing direct patient care

  • Strong case management experience

  • Strong analytical skills and comfort performing independent research reviewing laws rules and regulations and analyzing conflicting allegations testimony and documentary records

  • Comfortable performing tasks that involve high levels of ambiguity and confidentiality

  • Proficiency in Microsoft Suite (Outlook Teams Excel)

  • Demonstrated strong communication skills (verbal written crucial conversations)

  • Experience with technical/report writing

  • Public speaking experience preferred (board presentations and public testimony)
