Job Description
Deliverable
Provide project management expertise to the ministry oversight of planning and implementation relating to initiatives to improve access to PHI and digital health care services
Liaise with Ontario Health (OH) to identify and manage project dependencies in alignment with the provincial digital health strategy PCAT strategic priorities EHR modernization enhancements to Health811 and any other projects relating to the wider initiative
For each workstream proactively manage approved plans with the OH project team and work with relevant parties on risk mitigation strategies to ensure commitments and deliverables are completed as per approvals and stakeholder expectations.
Facilitate multiple project work streams by following sound project management methodology processes and procedures.
Develop maintain and regularly complete any reporting or dashboard tools as required.
Develop and establish an integrated project plan with OH to support individual access to PHI and digital health care services with input from other project team members.
Develop reporting and communication materials as needed including the consolidation of requirements in out-years to inform strategic planning and funding planning/requirements moving forward in subsequent project phases.
Maintain up-to-date project schedule for ministry consumption and track project budget schedule and deliverables using industry standard project management systems tools and templates against the approved baselines.
Prepare and present status reports and updates for any relevant steering committees advisory panels working groups or similar governance bodies.
Ensure project artefacts and deliverables reflect a superior understanding of:
o The necessary legislation and regulations to enable individual access to PHI and digital health care services in the Ontario context;
o The current landscape of digital health tools used to support patient access to PHI including patient portals apps etc. and the opportunities to transform care and improve services to support a unified patient experience in digital health;
o Understanding of the landscape of digital health resources available for patients (e.g. virtual care health symptom checkers chatbots etc.);
o Strong knowledge of digital health systems and programs including Health811 secure log-in mechanisms patient portals and the provincial EHR;
o All relevant digital health/information technology issues including policy clinical / business and technical (e.g. interoperability standards licensing operations and sustainment etc.) requirements; and
o Private and public sector delivery partner capacity to deliver technology in a clinical setting; and
o Best practices in information technology project management.
Requirements
Experience and Skill Set Requirements
Health sector and digital health experience :
Strong understanding of the healthcare system structures processes stakeholder groups and affected populations and how healthcare services are delivered in the province based on extensive experience with Ontario s health sector;
Strong track record of experience with the ministry and its delivery partners and in-depth knowledge of the levers and instruments of change; and
Strong knowledge of and experience with the digital health systems programs vendors assets and solutions in Ontario
Program and project management :
Extensive experience managing complex projects with a demonstrated track record of successful delivery within approved plan scope and budget and business outcomes;
Demonstrated leadership and resource management skills including the ability to direct activities and manage a variety of professionals; and
Strong working knowledge of project methodologies and standards (e.g. PMBOK) and tools (e.g. MS Project).
IT strategy and planning :
Extensive track record of successful strategic planning in health technology contexts;
Demonstrated ability to define objectives develop strategic options analysis and to create action plans that outline tasks required for implementation phase; and
Ability to provide clarity and collective understanding of the range of options and communicate logically how the options were developed and selected as the strategic response.
Business analysis :
Demonstrated experience managing business projects and achieving successful results on time and on budget with high customer satisfaction;
Demonstrated experience in process mapping requirements gathering program definition and transition planning; and
Demonstrated experience in leading program or organizational transformation initiatives
Stakeholder relationship management :
Demonstrated experience working collaboratively with internal and external stakeholders and business partners;
Strong ability to clearly communicate activities and expectations;
Demonstrated experience resolving major conflicts and obstacles;
Demonstrated ability managing cross-functional project teams and effectively working in a matrix environment.
MUST HAVES:

- Strong knowledge of and experience with the digital health systems programs vendors assets and solutions in Ontario
- Extensive experience managing complex projects with a demonstrated track record of successful delivery within approved plan scope and budget and business outcomes
Experience assessing 'as is' legacy solution architecture and producing 'to be' cloud ready design with supported software components Experience developingimplementing enterprise cloud migration strategies utilizing Microsoft Azure. Experience with creating cloud migration strategies, defining delivery architecture, creating the migration architecture, designing the orchestration plans, etc. Supporting the crafting of cloud strategies using IaaS, PaaS, and SaaS with the ability to analyze and synthesize analysis of alternatives Experience creating high quality, client facing assets targeting Cloud solutions and present them to key stakeholders. Experience developing & designing architecture, roadmaps, implement strategies & transformation plans for clients to migrate to cloud.
Education
Must Haves: Solid experience with triaging defects, participating and leading triage meetings, and producing defect summary reports. Extensive experience performing regression testing manually and automation scripts 5-10 years of experience with different automation and manual testing types: black box testing, penetration testing, security testing, system testing, unit testing, AODA and UAT testing Extensive experience with preparing detailed test cases to test functionality Hands on experience
