DescriptionHennepin County District Court invites qualified applicants for a Court Operations Manager position in the Business Practices Unit (BPU).
The Court Operations Manager will collaborate with judicial officers justice agency partners and staff to provide exceptional customer service to internal and external stakeholders and ensure the BPU is managed in a manner consistent with the Courts mission and vision. This position will lead a team of six Business Process Specialists.
This position will be based at the Hennepin County Government Center 300 South Sixth Street Minneapolis MN. The core hours for this position are 8:00 a.m.-4:30 p.m. Monday-Friday but may vary depending on the assignment and operational needs.This position will primarily work onsite with some flexibility to work remotely depending on business needs.

Example of Duties
- Staff Supervision: Train coach and direct Business Practices Unit staff; manage workflow distribution and ensure deadlines are met.
- Data Quality Management: Monitor reports and data tools to identify issues; recommend solutions and develop compliance monitoring plans.
- Process Analysis and Improvement: Lead process mapping initiatives analyze business workflows recommend best practices and establish court procedures and policies
- MNCIS/eFS Training and Support: Coordinate system training programs create training materials provide user support troubleshoot issues and manage user rights and access.
- Technology Testing and Implementation: Evaluate new applications and enhancements analyze system needs and oversee technology-related projects.
- Policy Development: Recommend new policies to ensure regulatory compliance streamline processes and provide guidance on procedural questions.
- Stakeholder Collaboration: Work with judicial officers justice partners and court divisions to build relationships and ensure efficient case processing.
- Strategic Planning and Representation:Participate in district planning efforts represent the District/BPU in external meetings and participate in regular partner agency meetings.
TYPICAL QUALIFICATIONS
Minimum Education and Experience:
- Five years of post-high school education and/or experience AND
- At least one year of supervisory experience and/or leading people on project teams
- Examples include but are not limited to:
- A four-year degree and one year of supervisory experience
- A four-year degree and one year of experience leading people on project teams
- A two-year degree and 3 years of supervisory experience
- A two-year degree two years of supervisory experience and one year of experience leading people on project teams
- Five years of supervisory experience
- As this position may be working partially remotely access to a reliable internet connection is required during this time.
Minimum Knowledge Skills and Abilities:
- Leadership and Management: Strategic planning resource allocation supervisory techniques and staff coaching experience with ability to navigate organizational change.
- Communication and Relationship Building: Strong verbal and written communication skills with ability to build effective relationships across all organizational levels and diverse stakeholders.
- Court System Expertise: Extensive knowledge of court procedures policies including in-depth knowledge of legal procedures court policies documentation and digital tools such as electronic case management systems e-filing platforms and digital evidence systems along with a thorough understanding of case processing workflows.
- Analytical and Strategic Thinking: Data analysis capabilities evidence-based decision making and ability to implement strategic plans and organizational improvements.
- Interpersonal Skills and Service: Exceptional emotional intelligence conflict resolution abilities commitment to diversity and inclusion and strong customer service orientation.
Preferred Qualifications:
- Bachelors degree in criminal justice business administration public administration the social sciences or a related field.
- National Center for State Courts Institute for Court Management Certification(s)
- Completion of Business Analyst coursework or equivalent accreditation.
Salary:
The expected starting salary range for external candidates is $40.08 -$51.11 per hour ($83687-$106718 annually) and may be higher depending on qualifications. The full salary range for this position is $40.08 -$62.14 per hour ($83687-$129748 annually). This position is exempt under the Fair Labor Standards Act and is eligible forState of Minnesota employee benefits.
