Summary:

The LEA Business Manager provides financial leadership to the local school districts to which they are assigned in a collaborative and effective manner. This position is responsible for directing the fiscal functions of the school district in accordance with generally accepted accounting principles and school district policy. The Business Manager is responsible for the management and accounting functions of the local district which include financial analysis internal and external reporting cash management budgeting financial accounting financial forecasting contract administration payroll and fringe benefits.

Salary Range:

$110000 - $120000 (Commensurate with Experience & Qualifications)

Qualifications:

Education:

  • Bachelors Degree in Accounting Business Finance or related field.

Certification:

  • Certified Public Accountant (CPA) is preferred
  • Michigan School Business Officials Chief Finance Officer Certification preferred.

Work Experience:

  • Five years of related job experience or expertise in accounting.
  • Five or more years experience in Michigan public school finance preferred.

Skills:

  • Strong fiscal management and accounting skills.
  • Ability to lead motivate and move the department forward from both individual employee and overall organization perspectives.
  • Ability to plan supervise review and evaluate the work of business office staff.
  • Expertise in financial audits and financial reports.
  • Excellent analytical reasoning and problem-solving skills.
  • Strong interpersonal oral and written communication skills.
  • Demonstrated knowledge of Generally Accepted Accounting Principles and good understanding of current trends in public accounting.
  • Experience and aptitude in the use of technology including Microsoft Excel and Google applications.
  • Must be organized dependable and flexible.
  • Demonstrate a high degree of discretion and confidentiality.

Essential Job Functions:

  • Direct district fiscal functions in accordance with generally accepted accounting principles and district policy.
  • Prepare and monitor all district budgets including long-range financial planning in a collaborative approach with departmental leadership.
  • General administration of all accounting functions for all district funds including internal controls.
  • Implement and maintain effective internal controls safeguarding District assets and resources.
  • Prepare district year-end financial statements and coordinate the annual financial audit report.
  • Prepare and oversee the preparation of monthly district financial reports and ensure they meet all local state and federal requirements including timely submission.
  • Prepare and analyze financial information for administrative level decision-making.
  • Oversee district cash flow and recommend investment alternatives.
  • Administer district property / casualty / package and employee benefit insurance policies using current risk management practices.
  • Ensure the timely monthly reconciliation of all bank accounts.
  • Assist the local Superintendent and staff to analyze financial information and recommend viable options to address financial issues.
  • Participate with county and state organizations to stay abreast of school finance reform and other district-related issues.
  • Prepare documents and information related to school millage elections bonding and other financial issues.
  • Work with the local Superintendent and district administrators and supervisors to analyze and review and make recommendations regarding periodic capital improvement needs.
  • Effectively communicate and work with the local Board of Education and other Committees of the Board regarding implementation and education relating to school finance issues.
  • Prepare and submit tax resolutions for the Board; ensure the timely transfer of funds from taxing authorities to the district; monitor tax appeals and SEV adjustments.
  • Demonstrate ability to effectively use technology tools (hardware/software and Web applications) for school finance tasks as well as for the entry and submissions of district data.
  • Serve as liaison with human resources department to facilitate sound financial practices regarding personnel matters.
  • Participate with grant leadership in budget preparation requesting grant funds and submitting required final expenditure reports.
  • Coordinate with instructional leadership on budget and communications.
  • Oversee district purchasing policies and procedures including approval of district purchases in compliance with budget.
  • Administer district business contracts in consultation with legal counsel.
  • Actively participate in employee negotiations as the districts business and finance representative.
  • Complete all local state and federal financial reports including submissions required to any Michigan Grant System (i.e.: FID NexSys Champs GEMS).
  • Ensure local school district grant funds are spent in accordance with grant guidelines and requirements.
  • Complete Special Education reports (i.e.: as the SE 4094 (transportation report) SE 4096 (Special Education Actual Cost Report) Maintenance of Effort Excess Costs Report).
  • Review or prepare Medicaid Administrative Outreach Claims.
  • Coordinate the annual updating of the local school districts Transparency reporting.
  • Review and oversee district payroll and related payroll taxes and retirement contributions. Ensure the timely submission of payroll related returns and files.
  • Monitor accounts payable to ensure billings are accurate and submitted for approval in accordance with local school district timelines and policies. Ensure obligations are paid on a timely basis.
  • Coordinate the training of local school district staff for the financial software.
  • Oversees all bond issues and debt repayment schedules and is responsible for the administration and distribution of proper debt retirement funds.
  • Review annual millage rates for operational and debt funds prepare L-4029 Millage Request Report for board approval and file with appropriate governmental units.
  • Reconcile property tax levy and payments
  • Meet deadlines and adhere to specific time constraints.
  • Other duties as assigned by the Director of Finance.
  • Valid drivers license required.

Terms of Employment: As per master agreement and provisions established by the Van Buren Board of Education.
