New York City Emergency Management (NYCEM) helps New Yorkers before during and after emergencies through preparedness education and response. NYCEM is responsible for coordinating citywide emergency planning and response for all types and scales of emergencies. We are staffed by more than 200 dedicated professionals with diverse backgrounds and areas of expertise including individuals assigned from other City agencies.
The Office of Strategic Operations (OSO) led by the Chief Strategy Officer is responsible for managing high-priority agency-wide or citywide initiatives that support the growth of emergency management at both our agency and the City at large. OSO works to provide innovative proposals to continuously improve our internal interagency and externally facing operations. To accomplish its goals OSO is organized into three Units: Analysis and Evaluation Strategy and Innovation and Continuity of Operations (COOP).
The Analysis & Evaluation (A&E) Unit is responsible for conducting qualitative and quantitative analyses to identify and track to completion recommendations that improve the Citys response posture.
The Monitoring and Evaluation Program Manager is responsible for leading the agencys After-Action reporting process following real-world activations as well as for developing and implementing an agency-wide monitoring and evaluation strategy to drive continuous improvement.
The Monitoring and Evaluation Program Manager will report to the Director of Analysis and Evaluation and will conduct the following duties:
- Deliver executive briefings and conduct real-time evaluations during emergency incidents to assess and enhance operations.
- Lead post-incident evaluations including organizing and facilitating debriefs (hotwashes) surveys and data collection efforts with NYCEM staff and partner agencies.
- Finalize After-Action reports (AARs) and corresponding improvement plans.
- Track implementation of corrective actions based on prior AARs and conduct analyses to assess their impact on future preparedness.
- Present executive-level reports on evaluation findings improvement planning progress and emerging trends.
- Manage and support the Monitoring & Evaluation Specialist and/or consultants.
- Additional emergency management-related projects and responsibilities as assigned.
PREFERRED SKILLS
- Extensive experience in monitoring evaluation and learning and development.
- Past success in designing implementing and efficiently operating monitoring and evaluation (M&E) plan(s) from initiation to closeout stages at the organizational level
- Experience in survey design and implementation
- Knowledge of quantitative and qualitative research methods including experience with relevant tools (e.g. qualitative analysis software)
- Excellent oral and written communications skills including experience writing briefing and streamlining complex information into high-level reports for different audiences
- Excellent interpersonal and collaborative project management skills
- Experience with database build-out and maintenance using Airtable or similar platforms
- Strong organization planning and facilitation skills
- Strong ability to analyze complex information and identify patterns or essential issues
- Ability to handle multiple priorities in a fast-paced small-team environment
- Strong Microsoft Office skills including PowerPoint Word and Excel
- Knowledge and understanding of Emergency Management principles

Qualifications :
1. A four-year high school diploma or its educational equivalent approved by a states department of education or a recognized accrediting organization and six years of satisfactory full-time professional experience in one or a combination of the following: emergency management fire police or military service public safety public health public administration urban planning engineering or another specialized area to which the appointment is to be made; or
2. A baccalaureate degree from an accredited college and two years of satisfactory full time professional experience in the areas listed in 1 above; or
3. A masters degree from an accredited college in emergency management public administration urban planning engineering economics political science the physical sciences or related field and one year of satisfactory full-time professional experience in the areas listed 1 above at least two years of which must have been in one of those areas or another specialized area to which the appointment is to be made.
4. Education and/or experience equivalent to 1 2 or 3 above. However all candidates must have a four-year high school diploma or its educational equivalent.
Special Note:
To be eligible for placement in Assignment Level II individuals must have after meeting the minimum requirements one additional year of professional experience as described in 1 above.
