Job Description

Goodwill Industries of Northern Illinois serves as the provider of community services at The Workforce Connection in Boone Winnebago and Stephenson counties. We are currently seeking a unique and key role in our community partnershipsThe Business Services Integration Liaison (BSIL). This role is a liaison between The Workforce Connection Board Staff and Goodwills business team serving as a bridge between programs and between employers community agencies and program services staff. This role is responsible for creating innovative solutions to enhance service delivery for refugees immigrants and individuals facing unemployment. By integrating business services grant-funded programs and employment resources the BSIL helps create a seamless support system for job seekers and employers alike.

The BSIL collaborates with government agencies nonprofits workforce development organizations and community partners to ensure efficient program coordination and accessibility. The BSIL assists program participants in overcoming barriers such as financial constraints transportation issues and language differences. This role is dedicated to helping refugees immigrants and asylum seekers secure meaningful employment while connecting them with additional community resources to address their unique challenges.

Responsibilities & Essential Functions:

Community Engagement & Barrier Reduction

  • Act as the primary liaison to create innovative partnerships with The Workforce Connection (TWC) and community and business partners.
  • Assist individuals in overcoming employment barriers including financial constraints transportation and language obstacles.
  • Build and maintain relationships with local organizations that provide additional support services for job seekers.

Employer Partnerships & Workforce Development

  • Seek out and develop and maintain strong relationships with employers in alignment with the Regional Plan for development.
  • Collaborate with businesses to create infrastructures that support both their workforce needs and job seekers seeking meaningful employment.
  • Assess business needs and create detailed company profiles outlining workforce skill requirements and employer-provided resources such as language support programs.
  • Align training opportunities with regional and industry needs to enhance workforce readiness.
  • Serve as a liaison to connect job seekers to appropriate staff reducing barriers to entry.

Compliance & Grant Regulation Support:

  • Work closely with the Business Services Compliance Manager to ensure employers adhere to WIOA grant regulations.
  • Act as customer-facing representative to help businesses understand and meet compliance requirements.
  • Assist business partners in implementing necessary changes to achieve and maintain compliance.
  • Work with the TWC Board to understand the full scope of programming available and how to connect individuals and businesses to the appropriate area.

Qualifications & Basic Job Requirements:

  • Bachelors degree in relevant area preferred.
  • Management experience preferred.
  • Strong verbal and written communication skills.
  • Multi-lingual communication skills preferred.
  • High customer service focus.
  • Strong ability to engage and collaborate with diverse stakeholders including employers job seekers and community organizations.
  • Experience in workforce development employment services or social work preferred.
  • Knowledge of grant-funded programs particularly WIOA regulations is a plus.
  • Excellent communication problem-solving and organizational skills.
  • Ability to work in a dynamic community-focused environment.
  • Functional use of Microsoft applications such as Word Excel PowerPoint and Outlook.
  • Ability to travel to all The Workforce Connection and partner locations in Winnebago Boone and Stephenson counties. Drivers license and proof of auto insurance preferred.

Ability to efficiently and effectively perform all functions of the job. Ability to clearly communicate program details and information to both funders and the public.

Environment:

The work is conducted at The Workforce Connection Career Centers in Rockford Freeport and Belvidere with frequent travel to employers in the community. Hours are primarily daytime hours but on occasion can include evening and/or weekend hours.

Compensation: $50000 - $58000 per year
