SALARY RANGE:
$57838/$29.66 - $84754/$43.46
Band 7 (Step A J)
We base salary offers on program budget experience and an internal equity analysis. Therefore our offers are firm.

PURPOSE OF THE JOB
- 55% Payroll Processing

- 5% General DRC Activities
- The Payroll Specialist 2 is responsible for accurate and timely processing
and recording of DRCs biweekly payrolls in compliance with wage & hour
laws and tax regulations retirement plans and quarterly reconciliations
garnishments accounts payable light journal entries and reconciliations
pertaining to personnel related transactions and any other payroll related
duties in a fast-paced environment. This position reports to the
Designated Accounting Management for performing the duties of Payroll
Specialist 2 as outlined below:
JOB RESPONSIBILITIES
- Using Paylocity software process and review biweekly payrolls for
approximately 350 () employees. Maintain organized payroll related
records and perform audits and reconciliations of payroll information on a
biweekly quarterly fiscal and yearly basis.
- Apply direct payroll knowledge to evaluating and processing all
timesheets personnel action notices 401k changes payroll deductions
and other payroll related documents. Calculate payroll for staff on leave
and coordinate benefits with 3rd party agencies. Verify HR input of pay
increases and benefit elections and all other payroll changes in
compliance with CA Labor laws policies and procedures.
- Apply direct knowledge regarding calculating employee wages and
salaries including overtime and other earnings and deducting taxes
benefits and other withholdings.
- Design and maintain complex Excel worksheets for payroll benefits and
other related items.
- Maintain desk procedures checklists and all electronic filing systems
including scanning documents as necessary.
- Accurate and timely processing of Accounts Payable Tax Agency
garnishments and State Agency correspondence (EDD responses &
Worksite Reporting) as it relates to payroll.
- Process weekly accounts payable vouchers for all temporary agency
employees journalizing entries and monitoring agency use against
budgeted amounts.
- Responsible for processing grant time reports in DRCs case management
systems maintaining individual employee grant splits
- Provide professional and compassionate customer service through timely
communication with DRC staff and vendors about problems and questions
surrounding payroll. Proven ability in handling sensitive employee
information with discretion and confidentiality.
- Responsible for preparing ad hoc reports as requested in the Paylocity
and DRCs case management systems and assisting with preparation of
necessary reports and schedules for various annual audits.
- Provide backup support to other accounting staff during absences
- Participation in outreach activities to minority and underserved
populations monthly staff meetings and training as needed or assigned.

MINIMUM QUALIFICATIONS
EDUCATION AND EXPERIENCE:
(Applicants MUST meet EACH of the minimum qualifications to be considered for an interview.)
- Associates Degree in Business or Accounting with 3 years direct payroll
accounting experience or 6 years of direct payroll accounting experience
serving 300 employees applying CA wage and hour laws.
- Demonstrated Accounting knowledge including general ledger accounts
payable and reconciliation experience with the ability to apply GAAP to all
Accounting transactions. Extensive experience using an electronic payroll
and enterprise accounting software.
- Direct experience producing quarterly and annual payroll reports applying
basic 401k law requirements and EDD benefits pertaining to FMLA/CFRA
or PFL regulations
- Demonstrated intermediate to advanced knowledge in Excel.
- Ability to manage high levels of data in a fast-paced environment using
critical decision making and problem-solving skills. Ability to handle
sensitive and confidential material.
- Strong verbal and written communication skills needed and the ability to
communicate with various levels of management.
DESIRABLE QUALIFICATIONS

- B.S in Accounting.
- Microsoft Office 2023 or later.
- Non-profit Multi-fund accounting experience using Sage MIP software.
- Paylocity payroll experience.
- Multi-location accounting experience.

TRAVEL REQUIREMENTS
Ability to travel infrequently for activities such as training or outreach activities
up to 10% of the time.
