Position Description

The Senior Advisor for Global Health Security (GHS) and HIV Prevention will serve as a technical and strategic leader supporting the Government of Tajikistan and U.S. Government (USG) efforts in implementing GHS and HIV prevention programs. The Advisor will provide expert technical guidance coordinate multisectoral stakeholders and manage implementation of U.S. Government-funded GHS and HIV prevention initiatives in alignment with the U.S. Presidents Executive Orders USAIDs Life-Saving Humanitarian Assistance (LHA) guidance and PEPFAR strategic priorities.

This position will support efforts to prevent detect and respond to infectious disease threats --including zoonotic diseases --and reduce new HIV infections through evidence-based prevention strategies. The Advisor will work closely with key Ministries (e.g. Health Agriculture Environment) to provide Life-Saving Humanitarian Assistance (LHA) and the strengthening of direct service delivery in high-burden and humanitarian settings identify system bottlenecks promote multisectoral coordination and ensure program alignment with global frameworks such as the International Health Regulations (IHR) the WHO Joint External Evaluation (JEE) and PEPFAR technical guidance.

Responsibilities

Key Responsibilities:

Program Management and Technical Support (GHS and HIV Prevention):

  • Serve as a key technical resource to the Ministry of Health and other relevant ministries in implementing GHS and HIV prevention strategies at national and sub-national levels.
  • Support the effective delivery of services including:
    • Community-based active surveillance;
    • Integrated disease detection and data systems;
    • Infection prevention and control (IPC) including WASH in healthcare settings;
    • HIV service delivery including prevention detection and response to the HIV epidemic in Tajikistan;
    • HIV-related service delivery for key populations.
    • Emergency response coordination including Emergency Operations Centers (EOC) and HIV outbreak response;
    • Risk communication and community engagement (RCCE);
  • Facilitate the implementation of the National Action Plan for Health Security (NAPHS) and HIV prevention strategic plans aligned with One Health and PEPFAR approaches.
  • Provide oversight and technical input to USG-funded GHS and HIV projects ensuring coordination performance monitoring and compliance with USG regulations.
  • Assist ministries in aligning interventions with national priorities supporting integrated approaches to epidemic and pandemic threats and HIV transmission.

Monitoring Evaluation and Reporting:

  • Support ministries in monitoring and reporting against key GHS and HIV indicators including:
    • JEE SPAR 7-1-7 targets for outbreak response;
    • UNAIDS Ending the AIDS epidemic bytargets to improve HIV prevention and treatment.
  • Review and analyze data from national systems and USG partners to identify gaps and performance trends.
  • Draft and submit weekly and monthly reports to the U.S. Department of State and USAID highlighting program progress successes and challenges.
  • Participate in and support stakeholder discussions to address implementation challenges and promote adaptive management.

Coordination and Stakeholder Engagement:

  • Promote multisectoral coordination by convening stakeholders from health agriculture environment and civil society.
  • Engage regularly with USG partners (CDC other as relevant) the Global Fund the Pandemic Fund and other donors to ensure technical alignment and avoid duplication of efforts.
  • Represent USG priorities and provide technical input at national coordination platforms related to GHS and HIV prevention.

Grant and Resource Management:

  • Provide technical input in the development and implementation of grants (e.g. Pandemic Fund Global Fund HIV grants).
  • Support ministries and stakeholders in proposal development grant performance monitoring and resource optimization.
  • Ensure coordination between donor-funded projects and USG initiatives to maximize impact and coverage.

Capacity Strengthening and Best Practices:

  • Identify and promote evidence-based practices for both HIV prevention and infectious disease control.
  • Support the development of guidelines SOPs and training materials in collaboration with Ministry of Health National AIDS Center and other relevant National counterparts.
  • Facilitate knowledge sharing and dissemination of success stories and lessons learned from implementation.

Reporting:

  • The Senior Advisor will report directly to the U.S. Department of State Foreign Assistance Office. The Advisor will submit:
    • Weekly brief progress updates including key accomplishments or emerging issues;
    • Monthly narrative and data reports submitted by the 5th of the following month;
    • Additional updates as requested for interagency meetings or donor reporting.
  • The Advisor will also maintain regular communication with the U.S. Embassy Foreign Assistance Office and participate in scheduled coordination calls.
  • The advisor will provide the input for the annual administrative and technical reporting as are Operational Plans (OP) and Performance Plan and Report (PPR).

Qualifications

Required:

  • Advanced degree (MPH MD PhD DVM or equivalent) in public health epidemiology medicine or a related field.
  • At least 13 years of relevant experience with a Masters degree or 15 years with a achelors degree.
  • Minimum of 10 years of technical and programmatic experience in global health security outbreak response and/or HIV prevention.
  • Strong understanding of PEPFAR program implementation USG interagency coordination and donor landscape.
  • Advanced knowledge of the host country and government institutions and bureaucratic processes policies and regulations. This entails high-level knowledge of host government laws policies procedures and institutional doctrines.
  • Advanced knowledge of research and analysis techniques to successfully study complex subjects and issues related to assigned program area.
  • Familiarity with international frameworks such as IHR 2005 JEE SPAR UNAIDS and PEPFAR HIV epidemic control metrics and USAIDs LHA guidance.
  • Proven track record of working collaboratively across government ministries donors and implementing partners.
  • Strong written and verbal communication skills in English; proficiency in Russian and Tajik preferred.

Preferred:

  • Previous experience with PEPFAR-funded programs.
  • Experience using digital platforms for surveillance health information management and emergency coordination.
  • Knowledge of the One Health approach and integration of human animal and environmental health efforts.
