Job Duties
The HR Deputy Director for Community Health Services (CHS) is responsible for overseeing HR functions and personnel matters within CHS. Serving as the primary HR consultant to CHS leadership this position provides expert guidance on personnel issues employment laws HR policies and procedures while independently advising on management administrative and HR matters including policy development training and agency-wide initiatives. The Deputy Director collaborates closely with Local Health Districts and the Virginia Department of Healths Office of Human Resources to support continuous improvement policy enforcement and administrative streamlining. Key responsibilities include guiding personnel policies responding to HR and employee relations inquiries communicating on behalf of CHS leadership analyzing HR metrics such as recruitment and turnover and using data to inform decisions. This role also leads assigned staff to ensure timely completion of HR initiatives and proactively identifies opportunities for enhancing HR compliance service and communication through actionable recommendations to CHS and OHR leadership.

Minimum Qualifications
Comprehensive knowledge of HR principles and practices and experience with major functional areas to include Recruitment & Staffing Benefits HR Compliance HR Policy Classification & Compensation Training & Development Employee Relations and Performance Management
Comprehensive knowledge of applicable VA state HR policies and employment laws & Regulations
Progressive HR leadership experience in the management of employee relations processes and procedures disciplinary actions and dispute resolution
Demonstrated ability and experience developing and implementing human resources policies and procedures
Knowledge and experience working in a state and/or local health department or public health setting
Ability to provide concise recommendations to inform critical policy and program decisions
Ability to work independently and manage multiple priorities lead others and manage professional staff on a variety of projects
Ability to analyze data problems and situations and conduct independent research
Ability to communicate effectively orally and in writing
Highly organized and ability to complete multiple complex assignments within short time frames with minimal direction
Additional Considerations
Demonstrated knowledge or skill in human resources Business Administration Public Administration Public Health or related field
Working knowledge of state and VDH specific HR policies and compliance requirements.
Experience with project management principles preferred.
Leadership/supervision of a diverse professional workforce a plus.
Extensive knowledge and demonstrated experience managing or supervising assigned technical HR areas
