Main Responsibilities
Analysis Drafting and Coordination
- Provide accession countries with comprehensive information regarding the OECD accession process and the associated requirements.
- Coordinate the review of the information submitted by candidate countries concerning their policies legal regulatory and institutional frameworks.
- Review documentation provided by other OECD staff assessing the candidate countrys alignment with specific legal instruments to ensure a co-ordinated approach.
- Coordinate the cross-referencing of documentation and data provided by candidate countries with publicly available information.
- Review divisions analysis of information to assess the candidate countrys compliance with OECD legal instruments relating to public governance ensuring its quality and consistency with the broader approach.
- Engage in the provision of feedback to candidate countries regarding their alignment with OECD requirements and the development of action plans for accession.
- Upon request engage in the provision of feedback to candidate countries draft laws regulations and other relevant documents on public governance subjects.
- Where appropriate participate in missions to candidate countries engaging with senior officials to discuss the advancement of the accession process and necessary reforms.
- Review and compile detailed evaluation reports on the accession countries compliance with OECD requirements and carry out other related analyses.
- Coordinate the preparation of official documents for the OECD Public Governance Committee Regulatory Policy Committee Committee of Senior Budget Officials and the OECD Council.
- Draft briefing notes talking points progress reports internal memos and presentations.
- Stay updated on general developments in candidate countries.
- Ensure that post-accession countries diligently produce a progress report detailing their planned timeline for achieving compliance with OECD legal instruments and standards.
- Work with divisions to evaluate their compliance and the implementation of their action plans in view of completing their post-accession review process.
Management Co-ordination and Representation
- Lead the preparation of consultations on accession with Member country delegates to the OECD Regulatory Policy Committee Committee of Senior Budget Officials Public Governance Committee and their sub bodies.
- Organise accession/post-accession review meetings at the Working Party and Committee levels other technical meetings seminars/workshops and during missions and prepare meeting summary records and mission reports where relevant.
- Lead the coordination of GOVs inputs into and engagement with the G20 G7 COP APEC and any other relevant global grouping including through engagement with the OECD Global Relations and Co-operation Directorate and relevant divisions reviewing written inputs and coordinating relevant speeches and TPs and representing GOV in relevant internal and external meetings.
- Establish and maintain effective working relations within the team and with senior officials and technical experts in accession and other non-member countries as well as member country Delegations and stakeholders.
- Represent the Directorate inside and outside the Organisation as needed.
- Provide guidance and oversee work of more junior members of the team and contribute to their development as appropriate.
- Be willing to take up additional DO related tasks as appropriate.
Qualifications :
Ideal Candidate Profile
Academic Background
- An advanced university degree in a relevant discipline such as public administration law public policy international relations or closely related field.
Professional Background
- At least eight years of experience working on public governance preferably acquired in a national government and/or an international organisation.
- Proven experience with professional bodies and broader publication processes.
- Specific proven experience in country policy evaluations.
- Good knowledge of the OECD and its legal instruments relating to public governance would be an asset.
- Experience in efficient budget and project management.
- Experience in supervising and leading teams in a multicultural setting.
Core competencies

Languages
- Fluency in one of the two OECD official languages (English and French) and knowledge of the other with a commitment to reach a good working level.
- Knowledge of one or several of the official languages spoken in the accession countries would be an asset.

Contract Duration
- This vacancy will be used to fill multiple positions.
- The appointment type (fixed term or open ended) will be determined based on the needs of the Directorate and will be confirmed when an offer of employment is made to the selected candidate.
- Please note that our Rules and Regulations stipulate that the mandatory retirement age is 67.

Salary Information
- This position is graded PAL8.
- Please note that the appointment may be made at one grade lower in the specified job family based on the qualifications and professional experience of the selected applicant.
Selection process
For retained candidates written tests and video-recorded interviews are foreseen between end July- August 2025 followed by panel interviews in September 2025.
