Job Description

Position: TRICARE Health Plan Analyst
Location: Falls Church VA/Remote
Work Environment: Hybrid
Clearance Required: NACI
Status: Contingent

Knowesis is currently seeking an exceptional TRICARE Health Plan Analyst with a professional understanding of the Defense Health Agencys TRICARE Health Plan to join our team and provide invaluable support to the DHA Health Care Operations division.

To be eligible for this position candidates must have or have the ability to obtain a NACI clearance and possess U.S. Citizenship without the need for sponsorship both now and in the future. Applicants without proof of U.S. Citizenship will not be considered due to the positions security clearance requirements.

TRICARE Health Plan Analyst will be a critical contributor to the strategic and operational goals of the Defense Health Agencys (DHA) Health Care Operations Division (HCO) with a specialized focus on the TRICARE Health Plan. This role is responsible for executive communications performance reporting and analysis solutioning and performance measurement ensuring the efficient functioning of TRICARE Health Plan operations. The analyst will support DHA leadership by providing actionable insights tracking program performance and designing solutions to improve operational efficiencies across TRICARE and DHA health programs.

The Job Duties and Responsibilities include but are not limited to the following:

Executive Communications:

  • Develop edit and coordinate executive-level communications including briefing papers presentations decision memoranda and status reports for DHA senior leadership and external stakeholders.
  • Serve as the primary liaison between Health Care Operations (HCO) and senior executives ensuring timely and effective communication on TRICARE health plan updates policy changes and strategic initiatives.
  • Craft clear concise messaging tailored to various audiences including military leaders senior executives and legislative bodies to support informed decision-making and align with DHAs objectives for the TRICARE Health Plan.

Reporting and Analytics:

  • Lead the preparation analysis and presentation of TRICARE Health Plan performance metrics including key operational data service delivery reports and health outcomes to monitor and evaluate the effectiveness of TRICARE programs under the DHA.
  • Work closely with IT and analytics teams to ensure accurate data gathering processing and visualization for TRICARE reports and briefings.
  • Design and implement effective reporting mechanisms that align with DHAs strategic goals focusing on continuous improvement in operational performance cost efficiency and beneficiary satisfaction within the TRICARE Health Plan.

Performance Measurement and Analysis:

  • Develop and oversee performance measurement frameworks to track the effectiveness and impact of TRICARE Health Plan services and operations.
  • Conduct detailed analysis of TRICARE Health Plan performance data identifying trends gaps and areas for operational improvement. Utilize performance metrics to provide actionable insights for strategic decision-making.
  • Establish and track Key Performance Indicators (KPIs) for TRICARE programs ensuring that all health services meet established benchmarks for quality efficiency and beneficiary outcomes.

Solutioning and Program Integration:

  • Work with cross-functional teams to identify business and operational challenges and develop actionable solutions to improve TRICARE Health Plan efficiency and effectiveness.
  • Lead the development and management of processes for integrating new TRICARE Health Plan programs and services into existing DHA operations ensuring alignment with strategic goals and compliance with regulatory requirements.
  • Support project management initiatives from problem identification and solution development to implementation and evaluation ensuring that TRICARE Health Plan operations meet DHAs objectives.

Stakeholder Engagement and Collaboration:

  • Serve as the primary point of contact for internal and external stakeholders regarding TRICARE Health Plan reporting executive communications performance measurement and solutions related to Health Plan Operations.
  • Collaborate with internal DHA divisions including policy data analytics and IT to ensure that TRICARE operational solutions are feasible actionable and aligned with DHAs mission.
  • Provide support for TRICARE Health Plan integration ensuring that initiatives are properly communicated and effectively executed across multiple stakeholders.

Program Management and Process Improvement:

  • Develop and implement process improvements for operational efficiencies across the TRICARE Health Plan and the Health Care Operations Division leveraging best practices and industry standards.
  • Contribute to the continuous improvement of TRICARE policies systems and processes by evaluating existing practices gathering feedback from stakeholders and recommending necessary changes.
  • Support the creation and execution of program management plans tracking milestones timelines and resource allocation for successful TRICARE Health Plan execution. Compliance and Documentation:
  • Ensure all communications reports and solutions comply with DHA policies federal regulations and industry standards with a focus on TRICARE regulations.
  • Maintain thorough documentation for all performance measurement frameworks program reports and operational processes ensuring accessibility for future reference and audits.

Required Qualifications:

  • Bachelors degree in Healthcare Administration Public Health Business Administration or a related field.

  • Minimum of 5 years of experience in healthcare operations with at least 3 years in a functional analyst or similar role focused on TRICARE Health Plan operations executive communications performance reporting performance measurement and solutioning.
  • Experience working within or alongside federal healthcare systems particularly the Department of Defense (DoD) or Defense Health Agency (DHA) is preferred.
  • Strong knowledge of TRICARE Health Plan operations policies and the broader Military Health System (MHS).
  • Proven ability to analyze complex data sets design performance measurement frameworks and communicate findings effectively to executive leadership.
  • Expertise in creating executive-level communications and reports for senior leadership and external stakeholders specifically related to TRICARE.
  • Proficiency in project management methodologies including Agile and traditional approaches.
  • Experience with reporting tools such as Power BI Tableau or similar data visualization and business intelligence tools.
  • Excellent written verbal and interpersonal communication skills.

Preferred Qualifications:

  • Masters degree in Healthcare Administration Public Health or a related field.
  • Program Management Professional (PMP) certification or equivalent.
  • Familiarity with DoD healthcare regulations policies and TRICARE Health Plan operations.
  • Experience with process improvement methodologies (e.g. Lean Six Sigma).
  • Expertise in the development and implementation of performance measurement systems for large-scale health care programs specifically for TRICARE.
