Job Description

We are currently looking for a Senior Buyer to join our growing team at Smit Lamnalco. As Senior Buyer you will be responsible for managing end-to-end procurement and supply chain processes related to dry docking operations subcontracting and vessel-related purchases. This role ensures timely and cost-effective acquisition of goods and services in compliance with technical specifications for both Vessel dockings PMR (Planned Maintenance & Repairs ) and the day to day operations RMR (Running Maintenance & Repairs).

You will independently assure and/or assist in the continued development of the procurement and supply chain function and showcase a multidisciplinary  process way of working in which you guide the overall (commercial) process and the interactions with the technical-operational superintendents internal support departments (i.e. Legal) and the external stakeholders.  

You will support and lead the implementation of structured procurement processes at tactical and operational levels working closely with the Procurement Manager to manage procurement activities for vessel dockings subcontracted services and operational vessel requirements.

Accountability and Responsibilities

  • Manage the full tendering and sourcing process for PMR vessel dry-dockings including evaluation pre-selection negotiation and contracting.
     
  • Ensure a process way of working in which cost-effective purchasing is being achieved along with compliance with technical specifications safety requirements and legal principles.
  • Contribute to the development and implementation of procurement strategies and operational processes with the objective of establishing a framework or roadmap that supports both current execution projects and future prospects.

  • Analyze opportunities for improvement across strategic operational and tactical procurement and supply chain processes.

  • Provide support and assistance to fellow procurement team members (3 FTE Buyers) as needed.

  • Perform supplier prequalification assessments (financial and managerial) and monitor the performance of key suppliers through the preparation of subcontractor and supplier performance evaluations.

  • Establish negotiate and manage contracts and framework agreements with a focus on risk mitigation and cost-effectiveness.

  • Prepare commercial bid evaluations and formulate recommendations for contract awards.

  • Process purchase requisitions initiate RFQs and RFPs and conduct supplier negotiations for operational and tactical purchases.

  • Monitor and expedite deliveries coordinating effectively with suppliers freight forwarders and receivers.

  • Purchase spare parts materials and equipment in accordance with defined specifications and required timelines.

  • Support the preparation of monthly management reports and assist in the identification alignment and/or establishment of framework agreements service level agreements (SLAs) and contracts.


Qualifications :

Requirements for the position

  • Bachelors degree preferably in a relevant technical or supply chain discipline.

  • Minimum of 6 to 10 years of relevant work experience in technical purchasing.

  • Background in the shipping marine or offshore industries.

  • Proven experience with subcontracting services and contracting of shipyards.

  • Strong knowledge of technical and marine products terminology and industry practices.

  • Familiarity with local and international supplier networks and market dynamics.

  • Demonstrated ability to implement and support multidisciplinary process approaches.

  • Experience in process optimization and change management is highly desirable.

  • Ability to independently manage procurement processes for both operational and project-related scopes.

  • Capable of identifying and executing procurement improvements in coordination with relevant stakeholders.

The successful candidate must be living in the Netherlands and being able to work in the Netherlands (being a local or in possession of a work permit). The language in our office is English.
