Job Description

Job Responsibilities

  • Directing Statewide procurement functions for the Agency in adherence to the laws and regulation of the SC Consolidated Procurement Code and Federal regulations.
  • Providing technical assistance to managers and field staff for complex procurements which incudes of a variety of goods and services.
  • Directing and monitoring work performed by procurement staff to ensure that all SCEIS shopping carts are processed accurately and timely.
  • Ensuring that all Procurement staff review State Contracts Consolidated Procurement Codes and SCVRD policies for compliance.
  • Performing highlycomplex purchasing activities i.e. complex bid solicitations (including construction projects) reviewing subordinate bid solicitations product research and evaluation SCEIS RFx creation contract execution and administration all in compliance with the SC Consolidated Procurement Code.
  • Training procurement staff career development administrative requirements and the achievement of production and accuracy standards.
  • Maintaining SCEIS/NASPO/NIGP/SCAGPO certification training records schedule classes for procurement staff and process requisitions as required.
  • Developing position descriptions for each Procurement staff member with clear job duties goals and expectations.
  • Ensuring that all procurement staff is cross trained to guarantee appropriate coverage to mitigate work stoppages or bottle necks in processes.
  • Encouraging Procurement staff to seek certifications and develop a general progression plan which will develop employees and provide opportunities for growth.
  • Acting as the Agency liaison with the Materials Management Office (MMO).
  • Creating and submitting MMO and MBE quarterly reports. i.e. sole source procurements emergency procurements illegal procurements trade-ins applied preferences and 10% rule procurements to SFAA.
  • Working with the Policy and Internal Controls Until to formulate and implement Agency procurement policy and procedures.
  • Consulting with MMO and SCEIS staff on improvements to State procurement policy and procedures.
  • Maintaining and updating agency procurement manual and training materials as required.
  • Maintaining Blanket PO data to ensure accuracy compile and modify data for Blanket PO creation each fiscal year; clear prior year Blanket PO encumbrance and close.
  • Directing theAgency Purchasing Card program to include card issuance and deletion card usage monitoring addressing concerns with supervisors and interaction with the State Comptroller Generals Office (as needed).
  • Reviewing State Contracts and Procurement Regulations compliance monitoring user comments and attachments apply/clear flags and close transactions and batch.
  • Reviewing and signing off on Procurement staff transactions and maintain records. Maintaining and update agency Purchasing Card manual as required. Develop new cardholder and refresher training for purchasing card cardholders and supervisors.
  • Serving as back-up for vendor maintenance to include; W-9 collection vendor additions and deletions updates and related actions in the VR system & SCEIS data base.
  • Developing a comprehensive procurement training program for the Fiscal Trainer to execute.

Minimum and Additional Requirements

  • Bachelors degree and 10 years of experience or an acceptable equivalent combination of education and experience that is directly related to the procurement of goods and services.
  • Must have at a minimum 5 years of supervisory experience.
  • Proficient in Excel and Word software.
  • Proficient with SCEIS/SAP programs.
  • Knowledge of laws and regulations governing the procurement of goods and services for a public agency.
  • Certification as a CPPO (Certified Public Procurement Officer) preferred must obtain within one (1) year from date of hire.

Official transcripts will be required to verify college degree.
