Starting salary for this position is: $118460 (Annually)

The salary range represents the earning potential for this position through training evaluations and years spent working in this position with Spokane salary range will be adjusted for a 3% cost of living adjustment (General Salary Increase) effective September 1 2025.

About Us

Spokane Colleges is comprised of two accredited colleges Spokane Community College (SCC) and Spokane Falls Community College (SFCC) serving Spokane Stevens Whitman Ferry and Pend Oreille Counties as well as portions of Lincoln County.

Both colleges are accredited by the Northwest Commission on Colleges and Universities and governed by the Washington State Board of Community and Technical Colleges.

JOB SUMMARY

Reporting to the Chief Financial Officer (CFO) the District Director of Budget & Planning is responsible for managing the Spokane Colleges state operating budget process tuition revenue forecasting oversight of all expense and revenue accounting for the District including Spokane Community College (SCC) and Spokane Falls Community College (SFCC) consistent with federal and state law Washington Administrative Code district policies and procedures and generally accepted accounting principles (GAAP).

CHARACTERISTIC DUTIES AND RESPONSIBILITIES

  • Serve as the primary advisor to the Spokane Colleges Chief Financial Officer for assigned functions. Serve as a member of the Budgeting Accounting and Reporting (BAR) Council of the State Community and Technical College System (SBCTC). *
  • Manage implement and monitor annual and long-range budget goals and objectives policies and work processes that facilitate efficient and effective budget services and financial services. *
  • Responsible for districtwide leadership and direction in the implementation and ongoing management of financial expense and revenue accounting budgeting and reporting for the major reporting units of the Spokane Colleges. Forecast and project revenues and expenditures and compare to authorized budgeted levels. *
  • Direct budget and accounting staff. Assist accounting and budget staff with college level budget planning development and financial expense and revenue transfers and accruals. *
  • Facilitate development of student fee proposals and budgets for SCC SFCC and District Athletics. *
  • Monitor review and report on a variety of financial and budget operations and results. Provide timely relevant and accurate information for use by the board of trustees and management. *
  • Responsible for the preparation of budgets including operating capital contracted programs student funds and others as required. Facilitate and organize the completion of the annual Board budget materials. *
  • Assist with the preparation and posting of financial revenue and expense data necessary for annual financial statement development. *
  • As requested by the CFO responsible for the delivery of budget and financial information and advice to the chancellor college presidents district officers administrators and other designated personnel. *
  • Responsible for review of monthly budget to actual revenue and expense reporting to the Spokane Colleges board of trustees. *
  • Responsible for maintenance of all necessary District accounting chart strings and combo codes and approval of budget availability for personnel and purchasing forms. *
  • Responsible for districtwide federal and state grants and contracts fiscal accounting and financial reporting to maintain compliance with federal and state regulations policies and procedures. *
  • Provide direct oversight of grant/contract invoicing grant program draws and grant fiscal reporting. *
  • Responsible for the integrity and compliance with GAAP of financial and other data provided to the State Board for Community and Technical Colleges and external auditors. *
  • Supervise exempt and classified employees (train schedule evaluate discipline respond to grievances and recommend selection). Adhere to collective bargaining agreements and Spokane Colleges rules and regulations ensuring efficient operations of assigned functions. *
  • Conduct training for Spokane Colleges employees on the budget process for all aspects of budget development and accountability. *
  • Attend meetings throughout the district and occasionally within the state as needed. *
  • Responsible for ensuring staff adhere to acceptable behavior and performance expectations. Demonstrate that assigned staff have been informed how behavior and performance will be assessed receive timely and accurate feedback regarding performance and any observed performance and behavioral problems are corrected promptly. *
  • Act for Spokane Colleges Chief Financial Officer as requested. *
  • Model professional decorum and mutual respect in all personal interactions. *
  • Comply with district policies procedures and directives state and federal regulations orders and statutes and collective bargaining agreements. *
  • Support and advance Spokane Colleges strategic plan and perform other duties as assigned. *

Person hired must be able to provide acceptable documentation of U.S. Citizenship or lawful authorization to work in the United States. This is an absolute condition of employment. An offer of employment will not carry with it any responsibility or obligation on the part of the district to sponsor an H1-B visa. In addition the Spokane Colleges maintain a drug-free work environment and prohibits all smoking in the college buildings and state-owned vehicles. Must be able to successfully work in and promote a multicultural work and education environment.

Prior to a new hire a background check including criminal record history will be conducted. Information from the background check will not necessarily preclude employment but will be considered in determining the applicants suitability and competence to perform in the an applicant is chosen for a position they are required to complete and submit a declaration regarding sexual misconduct and investigation per state law.

Benefits Information

This is a contracted exempt management position. Medical dental life and long term disability insurance benefits are provided as currently administered under the Public Employees Benefits Board; TIAA-Cref retirement plan or WA State Retirement Plan. Vacation leave accrues at the rate of 14.67 hours per month (22 days per year) and sick leave accrues at the rate of 8 hours per month effective upon employment. (For positions that are less than full time leave accruals will be prorated to the percentage of the position.)
