Executive Director of Communications and District Services
POSITION DESCRIPTION:
The Director of Facilities will oversee all district facilities operations including: maintenance programs and repair of district buildings and equipment; manage facilities budgets respond to emergencies manage risk; prepare Request for Proposals (RFPs) and bid services; manage contractors oversee building security infrastructure conduct site inspections and manage custodial services.
ESSENTIAL JOB FUNCTIONS:
ADMINISTRATION: 20% of time
Develops strategic facilities planning efforts on an annual basis.
Collaborates with others (e.g. district personnel community organizations etc.) for the purpose of implementing and maintaining services and/or programs.
Performs reporting functions as required by the Wyoming School Facilities Division (SFD).
Attends meetings of the Board of Trustees makes effective presentations and responds to questions.
Participates in meetings workshops and seminars for the purpose of conveying and/or gathering information required to perform functions.
Manages competing priorities.
LEADERSHIP: 20% of time
Create a culture of service excellence within the department.
Set strategic direction for the department.
Provide annual performance appraisals for reporting staff.
Recommends new hires motivates evaluates promotes terminates and transfers for the purpose of maintaining staffing needs and productivity of the workforce.
Process time cards leave requests and ensure adequate scheduling of staff.
Supervises the custodial and maintenance staff.
Performs personnel functions (e.g. interviewing evaluating supervising etc.) for the purpose of maintaining adequate staffing enhancing productivity of personnel and achieving objectives within budget.
Manages contractors
OPERATIONS: 40% of time
Develops long and short range maintenance plans/programs (e.g. emergency response plans energy management plans annual budget etc.) for the purpose of ensuring that district resources are effectively utilized.
Directs projects (e.g. site repairs/construction preventive maintenance waste management etc.) for the purpose of ensuring completion within established time frames project design and budget.
Inspects new construction repair work projects equipment work orders daily maintenance and supplies for the purpose of ensuring that jobs are completed efficiently; specifications for major capital improvements are within local/state/federal regulations; and approving inspection reports and payment requests.
Implements/enforces safety procedures and trains staff on proper procedure ensures compliance with OSHA and Workers Comp safety regulations.
Oversees or supports design bidding and building of capital construction projects. Manages pay applications and project close out efforts.
Minimize disruptions to overall business operations improve working conditions and create a safe and comfortable environment for both staff and clients.
Comply with all district policies SFD Rules DEQ requirements Building Codes Fire Codes and the rules and requirements of other agencies having jurisdiction. Must maintain a working knowledge of these requirements.
BUDGETING AND REPORTING: 10% of time
Prepares budget and monitors expenditures of assigned programs and related financial activity for the purpose of ensuring that expenses are within budget limits and/or fiscal practices are followed.
Presents information for the purpose of communicating information gaining feedback and ensuring adherence to established internal controls.
Assure fixed and controlled assets are safeguarded and appropriately managed.
OTHER DUTIES AS ASSIGNED: 10% of time
Performs other related duties as assigned for the purpose of ensuring the efficient and effective functioning of the work unit.
Researches new products laws regulations engages with contractors and vendors etc. for the purpose of recommending purchases contracts and maintaining districtwide services.

Ability to develop and manage Department Budget.
Manage and allocate resources to support critical work priorities.
Develop the effectiveness of staff.
Engage in twoway communication with supervisor employees students district staff parents and the community.
Effective and appropriate written verbal and interpersonal communication skills with diverse audiences.
Knowledge of public laws rules regulations and current business issues governing facilities services.
Ability to weigh options think clearly evaluate accurately and make sound judgements.
Ability to develop plans and see them to fulfillment.
Knowledge of construction principles and best practices.
Ability to maintain a positive attitude while working in a stressful environment that includes conflict and criticism.

Requires the ability to travel between schools within Teton County #1 and meetings throughout the State.

WORKING CONDITIONS:
CERTIFICATIONS:
Degree in Facilities Management Engineering or Property Management; preferred.
Minimum of 4 years in a related field such as construction project or property management.

Valid Wyoming Drivers License.
