Position Description

Location:Washington D.C.
Work Schedule: Fulltime Onsite (5 days in office); Support may be required outside of core hours.
Starting Salary Range:$132000 $163000 a year with the starting salary determined based on candidates knowledge skills experience and education in addition to budget availability.

Clearance: Ability to obtain a Secret clearance (US citizenship is required).

Travel: Limited travel may be required but not likely.

On behalf of the American people the U.S. Agency for International Development (USAID) promotes and demonstrates democratic values abroad and advances a free peaceful prosperous world. In support of Americas foreign policy the U.S. Agency for International Development leads the U.S. Governments international development and disaster assistance through partnerships and investments that save lives reduce poverty strengthen democratic governance and help people emerge from humanitarian crises and progress beyond assistance. The USAID Administrator provides overall direction to the Agency in its administration of the U.S. foreign economic assistance programs and the appropriations made available for such purposes under the Foreign Assistance Act of 1961 as amended.

The Office of the General Counsel (GC) provides legal advice counsel and services to the Agency and its officials and ensures that USAID programs are administered in accordance with legislative authorities. GC serves as the Agencys Chief Legal Officer and is the principal advisor to the Administrator on Agencywide policy matters. GC also advises on legal matters concerning the operation and administration of USAID programs and on matters relating to legislation or proposed legislation affecting USAID. GC provides advice and guidance on congressional investigations and determines what legal courses of action are appropriate for the Agency. GC also maintains liaison with other government organizations to provide advice or assistance in interpreting or applying the legal authorities of the Agency and represents USAID in connection with legal matters affecting it.

The USAID Office of General Counsel is looking for licensed attorneys to handle employment law matters generally. More specifically they will respond to and defend vigorously over 200 grievances filed by employees some of whom are members of a union foreign service officers and/or civil service employees. If they have not already these lawyers will need to familiarize themselves with federal employment rules including grievance procedures.

Additionally these lawyers will be expected to conduct investigations into general employee misconduct and more specifically violations of various federal government regulations and policies such as for example rules governing unauthorized communications with the media. Experience in this area is preferred although not required.

These are fully onsite fulltime roles and will report to the USAID Deputy General Counsel.

Responsibilities

  • Provides support and assistance to attorneys handling administrative and federal litigation throughout the life of a case;
  • Reviews case materials to become familiar with questions under consideration;
  • Searches for and summarizes relevant articles in trade magazines law reviews published studies financial reports and similar materials for use of attorneys in the preparation of opinions briefs and other legal documents;
  • Prepares summary interview reports for the attorneys review;
  • Reviews legal documents to extract selected data and information relating to specific case;
  • Searches and extracts legal references in libraries and computerized data banks;
  • Reviews case materials to become familiar with questions under consideration;
  • Verifies citations and legal references on prepared legal documents;
  • Drafts and edits nonlegal memoranda research reports and correspondence relating to cases; and
  • Performs other duties as assigned.

Qualifications

  • Juris Doctor (J.D.) and admitted to a state bar in good standing and possesses four to eight years of relevant postbar legal experience.
  • Proficiency in the use of Google Applications and Microsoft Office Suite (Word Excel Power Point).
  • Ability to work in a fastpaced environment with competing and shifting priorities.
  • Ability to efficiently multitask and prioritize workload accordingly.
  • Ability to establish and maintain effective working relationships and interact with people at all management and support levels.
  • Ability to conduct investigations into general employee misconduct and more specifically violations of various federal government regulations and policies such as for example rules governing unauthorized communications with the media.
  • Ability to handle defend and monitor responses to employee grievances including drafting and timely submitting all responses.
  • U.S. citizen eligible to obtain a secret level security clearance.
