Job Description
The Cost Manager will be responsible for providing comprehensive cost management services across all stages of assigned projects from initial feasibility and precontract phases through to postcontract administration and final account. This includes cost planning estimating procurement advice contract administration and cost control ensuring projects are delivered within budget.
General Description of Role Responsibilities:
PreContract Phase:
- Develop preliminary and detailed cost estimates based on project scope and drawings.
- Prepare cost plans and cash flow projections.
- Provide procurement advice including tender strategy and documentation.
- Conduct value engineering exercises to optimize project costs.
- Prepare tender evaluation reports and make recommendations.
- Assist in the negotiation of contracts.
PostContract Phase:
- Monitor and control project costs against the budget.
- Process and evaluate contractor payment applications.
- Assess the cost implications of variations and prepare variation orders.
- Track and report on project expenditures.
- Prepare cost reports and forecasts.
- Manage contractual claims and disputes related to cost.
- Participate in project progress meetings.
- Prepare the final account.
General:
- Maintain a strong understanding of local market conditions pricing and construction practices in Saudi Arabia.
- Ensure compliance with contractual terms and conditions.
- Provide costrelated advice and support to the project team and client.
- Maintain accurate and uptodate cost records.
- Contribute to the development and improvement of cost management processes and tools.
Qualification Experience Knowledge and Skills:
- Bachelors degree in Quantity Surveying Construction Management Engineering or a related field.
- 15 years of relevant experience in cost management / quantity surveying preferably within a PMC or a similar construction environment in Saudi Arabia.
- Strong knowledge of cost management principles techniques and best practices.
- Experience with various forms of contract (e.g. FIDIC).
- Proficiency in cost management software and Microsoft Office Suite.
- Excellent analytical numerical and problemsolving skills.
- Strong communication and interpersonal skills.
- Ability to work independently and as part of a team
