Job Responsibilities

Capital Budgeting Analyst
The Department of Administrations (Admin) Executive Budget Office (EBO) is seeking a Capital Budgeting Analyst to join the team. In this role under general supervision you will serve as the Capital Budgeting Analyst providing oversight review analysis and approval recommendations for land acquisition and permanent improvement project requests of state agencies and higher education institutions.

Responsibilities of the Capital Budgeting Analyst:
  • Review and analyze agency capital requests to ensure requests are accurate reasonable and will assist the agency in accomplishing its mission and defined responsibilities.
  • Make sound recommendations on land acquisition and permanent improvement projects for review by Admin Joint Bond Review Committee and State Fiscal Accountability Authority (SFAA). Ensure all land acquisitions and permanent improvement projects are aligned with the states real estate strategic plan and priorities established by the Governors Office.
  • Assist in the development and analysis of the Comprehensive Permanent Improvement Plan (CPIP) in accordance with applicable state laws and established policies and procedures. Provide technical assistance and training to state agency staff to ensure CPIPs are timely complete and accurately reflect the needs of the Agency.
  • Ensure agency contacts are aware of deadlines for submission of information for request consideration.
  • In conjunction with the Budget Development section assist in the monitoring and tracking of permanent improvement projects included in the annual appropriations act process. Provide technical assistance to staff in defining and identifying PIPs included in the appropriations act. Work with agencies to ensure PIPs are established and funds are categorized timely.
  • Manage and complete ad hoc or special project requests received from EBO ADMIN Governors Office or General Assembly. Complete other required duties as assigned.

Minimum and Additional Requirements

  • A bachelors degree in business administration finance accounting economics political science or a related field with at least three 3 years of relevant experience conducting financial analysis performing financial projections or monitoring program performance.
  • A masters degree in business administration public administration finance accounting or economics may be substituted for up to two 2 years of relevant experience.
Additional Requirements:
  • Ability to interpret and analyze complex financial data and reports.
  • Ability to interpret state and federal laws governing state finances and programs.
  • Proficient in the use of word processing and spreadsheet applications.
  • Ability to communicate both orally and in writing.

Preferred Qualifications

  • Familiarity with the states capital budgeting process and/or real estate portfolio management program is preferred.
