The Role:

The Senior Vice President General Auditor of the Federal Reserve Bank of Dallas is responsible for the strategic leadership and oversight of the Banks Audit Department to ensure an independent evaluation of the adequacy effectiveness and efficiency of the Banks system of internal controls. In addition the General Auditor influences the improvement of the quality and performance of governance and risk management practices through planning and executing all internal audit activity for the Bank and where there are dependencies other Federal Reserve Banks. The General Auditor will employ a riskbased approach that supports organizational strategy innovation and continuous learning.

This role which is independent of Federal Reserve Bank Dallas management structure is accountable to the Audit Committee of the Banks Board of Directors reporting on the activities of the Audit department including the results of audit work.

The position reports directly to the Chair of the Audit Committee of the Banks Board of Directors administratively to the First Vice President of the Bank and serves as a member of the Banks Executive Leadership Team.

The executive will have a proven record of leading a professional audit team and delivering desired results. The person should be capable of inspiring supporting and developing a team with varying experiences and skill sets that is agile and effective at supporting an organization that operates in a highly dynamic and integrated environment while maintaining the highest standards of excellence.

The SVP and General Auditor will ensure the team and the practices of the Bank sustain and enhance the Banks reputation as a trusted public and financial institution. They will establish and maintain effective relationships with external partners internal stakeholders at all levels across the Federal Reserve Banks Board of Governors and with the Dallas Feds Board of Directors

The Person:

  • Leads with a clear set of values demonstrates integrity in all situations and is a role model of ethical conduct.
  • Through the Audit Committee provides the Board of Directors with independent and objective assurance of the Banks risk management control compliance and governance processes.
  • Influences the improvement of efficiency and effectiveness of internal control governance and risk management processes in the District and where there are interdependencies with other Federal Reserve Banks while promoting sound risk taking effective controls and high levels of compliance.
  • Works collaboratively with senior management and other key parties including the Audit Committee/Board of Directors external auditor and the Board of Governors to inform and influence perspectives in support of Bank and Federal Reserve System strategies.
  • Demonstrates a strong business acumen with a proven ability to evaluate the costs risks and benefits associated with alternative actions before making recommendations.
  • Effectively leads the implementation of new audit approaches in an evolving risk environment.
  • Track record of successful leadership with a commitment to operational excellence and proven and delivery achieving exemplary results including highquality riskfocused and relevant audit services that respond to emerging and changing risks adeptly and flexibly.
  • Proven ability to positively coach lead and develop others to achieve their professional best.
  • Strong collaboration skills and an interest in ensuring strong cross functional and enterprisewide relationships with an ability to partner effectively with others in the pursuit of common goals. Ability to navigate a matrixed organization.
  • Executive presence judgment and pitchin communicating and supporting effective discussion and decision making among boards policy makers and others. Effective and strong interpersonal and diplomacy skill; excellent writing presentation and analytical skills.
  • Ensures that audit activities conform to the Global Internal Audit Standards.
  • Deep public service and/or missiondriven orientation.

Education and Experience:

  • Bachelors degree in business administration finance accounting or equivalent field required.
  • Graduate education such as MBA is preferred.
  • Certified Public Accountant Certified Internal Auditor (CIA) or Certified Information Systems Auditor (CISA) designation is highly preferred.
  • A minimum of ten 10 years of audit management or similar experience with a proven track record of providing highquality services and driving innovation for continuous improvement to processes.
  • Five 5 years of executive leadership experience with strong executive presence and negotiation skills to influence and facilitate positive outcomes.
  • Knowledge of the Federal Reserve System industry control frameworks such as COSO Enterprise Risk Management Framework and NIST Cybersecurity Framework is desired.
  • The selected candidate will be subject to extensive background and financial investigations.
