Job Description

Position Summary

Reporting to the Executive Director of the Finance Program Management Office (FPMO) this role is responsible for guiding the success of projects and tasks related to various business processes that align with the priorities and direction of the City of Philadelphias Department of Finance. Working with various Finance units crossfunctional teams and business process stakeholders the Project Manager will support initiatives from planning through implementation assessment and continuous enhancement. In this role the Project Manager will be responsible for leading technology projects and operational enhancements in Finance with a focus on business process improvement and change management. 

Essential Functions

Stakeholder Management: Identify key internal and external stakeholders of projects build and manage stakeholder relationships and foster continuous communication facilitate meetings of stakeholders at various levels in the organization.

Project Planning: Conduct project scoping and planning and scheduling of project tasks and deliverables.

Discovery Requirements Gathering Documentation & Management: Conduct business observations and facilitate focus group sessions vision exercises design review sessions and conduct gap analysis. Identify document and clearly diagram all requirements use cases and test cases for user testing.  Overcome project challenges by problemsolving analysis and research. Build an organized library of all business analysis and project management documentation. Be accountable for securing stakeholder decisions and sign off on all required documentation.  Create training plans and coordinate scheduling and facilitation of training sessions ensuring that training resources are made available to the appropriate individuals.

Business Process Definition: Collaboratively develop business process and workflow diagrams (current and future state) and secure decision making and signoff on new processes.

Project Management & Support: Work closely with the project team external business and technical teams on system design development and configuration of the system/tool on an ongoing basis to ensure successful completion to project activities. Ownership and facilitation of regular project team meetings as needed.

Risk & Issue Management: Proactively identify and assess risks issues and impacts to the schedule scope budget or quality of the project. Collaboratively work with teams and stakeholders to identify and execute mitigation and resolution strategies.

Perform other duties as assigned.

  • Ability to work with end users to understand and analyze business processes define requirements and assess technologies to determine fit for client needs; and with technical staff to translate those requirements into appropriate technical specifications.
  • Exceptional communication skills with the ability to communicate technical concepts and information to nontechnical audiences in a compelling and empowering way.
  • Deep commitment to developing and delivering modern usercentered and valueproducing technology products systems and services in a collaborative way.
  • Ability to build effective relationships and strong commitment to working collegially and collaboratively with constituents at all levels in a diverse and distributed environment.

Qualifications :

We care more about what you can do than where you learned how to do it. That said a bachelors degree is a good foundation for the work and jobrelated experience around the competencies above is acceptable as well. The ideal candidate will have:

  • 5 years of work experience as a Project Manager.
  • 5 years leading projects preferably in business finance public administration information systems or a related field with a business process improvement component.
  • Track record of meeting deadlines and successfully managing scope in an environment of shifting priorities in a government or complex organizational environment.
  • Experience with Microsoft Word Excel Project PowerPoint and Visio.
  • Excellent communication skills with the ability to manage multiple stakeholders.

Nice to have but not required

  • Familiarity with government finance procurement and grant management processes.
  • Familiarity with SQL.
  • PMP Certification
