Purpose:
We are looking for a strong leader as State Coordinator for our Lucknow office who has the ability to conduct stellar research on air quality and its management build trusted relationships with government stakeholders and on ground local civil society organisations and support the advancement of the research and policy engagement for air quality. S/he should also be an effective mentor and rolemodel for the junior members of the team with the ability to guide train and provide direction to the team members across technical and people management aspects.
The successful applicant will assist the team in building CEEWs engagement with government and nongovernment institutions. The state coordinator will also act as a focal point for coordinating inter and intradepartmental activities aimed at reducing air pollution.
Job Duties and Accountabilities
Take complete ownership of CEEWs statelevel stakeholder engagement (especially with govt departments dealing with Pollution Control Agriculture and agencies implementing the National Clean Air Programme) and coordination related to statelevel projects of CEEW in Uttar Pradesh.
Provide support with statespecific technical inputs to facilitate comprehensive policy institutional and programme analysis.
Support coordination with the relevant stakeholders in the state including the identified departments to ensure effective implementation of the project.
Collect relevant data and information from the identified state departments and provide appropriate feedback on the same
Plan organise and manage meetings consultations and other events together with the state departments
Undertake targeted data analysis prepare minutes of the various engagements consultations and meetings with the state and contribute to report writing
Coordinate technical exchanges and communication (point of contact) between the CEEW and the state
Endtoend management of our engagement in Uttar Pradesh including responsibility allocation to team members internal review of content delivered by teammates and ensuring timely delivery of outputs
To design and deliver on relevant research pieces that can strengthen air quality management in India
To be on top of emerging research on air quality management in India with a particular focus on implementation of Indias National Clean Air Programme (NCAP)
To track policy and regulatory developments that have implications for Indias air quality
To take leadership by initiative and be responsible for institutional responsibilities as assigned from time to time
Any other support or activities that may be required
Shortlisting Criteria
Qualification
Masters degree in Public or environmental policy/ Development/ Agriculture/ Sociology/Urban planning or Social Work or any other relevant field relevant for air quality management related research.
Work Experience
10 years of relevant experience in policy engagement and project management preferably in the areas of air quality management
Deep understanding of Institutional Arrangements and Governance processes and experience in institutional capacity assessment and policy analysis
Demonstrable experitse and experience in building relationships with collaborators and government stakeholders
Experience in engaging with interdisciplinary and interprogrammatic work
Significant field experience of working with onground stakeholders including consumers farmers agriculture extension organisations communities etc
Familiarity with air quality related stakeholders and policies in Uttar Pradesh
Key skills
Must be proficient in Hindi and English
Must have strong communication skills for effective efficient and adaptive verbal and written communication and active listening
Strong coordination and stakeholder management skills
Strong proficiency with various quantitative and qualitative research methods
Experience in leading stakeholder meeting and convenings
Ability to apply technical knowledge to varied sociocultural ecological and political contexts
Strong writing skills with the ability to write coherently and concisely emails opinion pieces policy briefs and reports
Strong interpersonal skills and confidence to engage with administrative political and business leaders
Must have strong research skills the capability to carry out systematic literature review familiarity with research methods is a bonus
Ability to dig deeper into details while also keeping a sense of the broader objectives and big picture
Willingness to learn grow and develop at personal and professional front at a rapid pace with a steep learning curve
