Job Description Summary

Enterprise is seeking a Senior Program Officer Rural Housing to join our Rocky Mountain Tribal Nations and Rural Market team. The ideal candidate will have skills in multifamily program development experience in affordable housing financing sources utilizing USDA loan products and providing technical assistance to construct and preserve rural rental housing. The Senior Program Officer will primarily be responsible for working on a team to provide direct technical assistance and capacity building to partners focused on building and preserving Americas rural rental housing stock. This Senior Program Officer will be a member of the Rocky Mountain Tribal Nations and Rural Market team and will work in partnership with a multidisciplinary team of Enterprise employees partners consultants and Enterprise market teams. This position will report to the Director Rural Programs.

Job Description

The Senior Program Officer will be responsible for implementing the rural programs housing strategies providing direct technical assistance coaching and training to nonprofit organizations government agencies and other stakeholders pursuing affordable housing opportunities in rural communities specific to USDA programs.

The Senior Program Officer Rural Housing will be a fulltime employee of Enterprise.The position can be based in one of our 11 markets remotely or in our Denver market office. The Senior Program Director will work in rural communities nationally. Must be available to travel up to 25 time.

Responsibilities

  • Provide technical assistance and capacitybuilding resources for the development and preservation of rural housing.
  • Work with staff developers lenders appraisers state agencies and other stakeholders as needed to support project development and preservation.
  • Assist in implementing events and activities designed to foster learning and sharing for grantees and others ability to identify and develop plans for technical assistance and training ability to navigate and identify experts within Enterprise to support the adoption and scaling of the work of participants.
  • Participate in training and provide information to nonprofit organizations PHAs government entities local communities and others to enhance their capacity to respond to their housing needs.
  • Collaborate with market staff to deploy Rural Rental Housing Preservation Academy programing
  • Represent Enterprise at external meetings and conferences.
  • Provides internal and external leadership to identify key issues and to gain and maintain support for collaborative solutions.
  • Other duties as assigned.

Qualifications:

  • Minimum of 4 years of relevant work experience
  • General understanding of affordable housing development financing models including creating and maintaining pro forma for new construction and rehabilitation development projects.
  • Familiarity with USDA Rural Development 515 and 514/516 Programs LowIncome Housing Tax Credits and other housing subsidy programs and financing sources.
  • Experience working with various federal agencies housing finance agencies municipalities lenders equity investors and other key stakeholder participants.
  • Able to analyze interpret and utilize third party reports such as appraisals NEPA C.N.A.s
  • Undergraduate degree and at least two 2 years relevant experience
  • Understands the big picture impact to community public financing systems and developers.
  • Demonstrates superior judgment in all aspects of work; is highly creative and generates substantial new program ideas.
  • Able to balance and achieve various hard deadlines while managing multiple project timelines
  • Has strong ability to handle difficult individuals/situations.
  • Thorough knowledge of and proficiency with MS Word Excel Outlook and Power Point.
  • Excellent grammar editing and proofreading skills to produce complete correct correspondence proposals reports and white papers.
  • Strong communication skills with ability to clearly express ideas thoughts and concepts verbally and in writing.
  • Demonstrated professionalism diplomacy composure flexibility and ability to adapt to a variety of situations.
  • Strong initiative with ability to seek out relevant information prior to making timely decisions.
  • Strong organizational skills and ability to coordinate complex activities prioritize conflicting demands and meet deadlines.
  • Ability to work independently solve problems and take responsibility for moving tasks forward with minimal supervision.

The base salary for this role is $70000 to $85000 depending on level of skills and experience.

The salary range for this position is represented by the low and high end of the range for the amount to be paid for the position. Salaries paid at Enterprise will vary based on factors that may include skills education location experience and performance. The salary range is just a part of the total rewards package provided to employees at Enterprise and other rewards may include annual performance bonuses and generous paid leave programs.
