Organisational / Managerial

  • Review and quality assure services and work products delivered by the department in accordance with established policies and procedures
  • Devise and improve operational procedures and policies in line with corporate and strategic guidance
  • Monitor staff achievements, perform periodic performance appraisals, and provide guidance or coaching to direct reports in performing their delegated duties
  • Review regular performance reports prepared by direct reports and identify issues for resolution or escalation
  • Ensure the performance of duties and conduct of staff are in accordance with the departmental/unit business processes and operating procedures
  • Optimize the use of available resources across the unit in carrying out assigned duties, to ensure work meets agreed standards for timeliness and quality

Functional

  • Develop procurement strategies and plans by product, service category and contract value
  • Control preferred supplier lists for procurement; review and update preferred suppliers periodically in line with changes in business requirements, user feedback, and price renegotiation opportunities
  • Review purchasing requests/existing tenders, allocate work, and prepare management reports to highlight trends, issues or risks
  • Assess procurement processes, identify improvement or automation needs and request system changes
  • Negotiate large purchases and develop relationships with current/potential preferred suppliers to optimize price and provider service levels for the organization
  • Oversee the compilation of regular and project-based procurement requirements from all departments
  • Prepare tenders and requests for quotation for large/unusual purchasing needs, and identify the channels for distribution of tender, in collaboration with the concerned department
  • Ensure purchasing priorities are aligned with those of the business, by adjusting decision criteria and providing feedback to departments on products/services and pricing in the marketplace
  • Develop and maintain tools and frameworks for provider evaluation and educate members of the purchasing team on their use
  • Participate in negotiations to resolve vendor or contractor grievances and claims against suppliers
