Our client is an international offshore facility and shipping management group is establishing a new fabrication facility as part of a multi-million dollar offshore project expansion in Mozambique. They require an experienced and qualified Operations Manager having a fabrication background for offshore projects.

Job Responsibilities:
  • Provide general management and effectiveleadership for the fabrication center/maintenance/logistics support base.
  • As a process owner of the base, set up processesthat are fit for purpose with critical activitiesidentified and appropriate controls in place toprovide a high quality, and customer focus servicesat all times
  • Manage and coordinate all logistics, constructionand maintenance activities in a safe and cost-effective manner and with the objective to delivercontractor’s work specification at a minimumoperating cost.
  • To direct the competence development andplacement of personnel, aiming at full use of theirabilities and at maximizing their contributions to theoperations.
  • Manage and direct all construction/fabrication works, logistics and materialmanagement operations on a day-to-day basis in order to achieve the agreedavailability, cost and quality targets specified by the management and or clientswhile adhering to corporate HSSE policy and procedures.
  • Ensure the availability, quality and quantity of all fabrication and maintenancematerials and the standard operating procedures and qualification documentationfor all welders and fitters as maybe requested by the clients organization or serviceproviders.
  • Carry out the business development function including preparation/submission ofexpression interests, technical and commercial tenders in liaison with the country manager
  • Manage marine contracts and other service contracts in line with supply chain management strategies and contract management guidelines to achieve safe on-time service delivery and value for money.
  • Liaise with government agencies and other regulatory authorities to ensurecompliance with government regulations and application of appropriate tariffs always.
  • Provide input to development of marine and logistics standards, procedures andprocess improvements.
  • Provide professional support for user departments toensure compliance to Marine standards and procedures.
  • Operational liaison and day-to-day contact with the main offshore contractors for allLogistics matters.
  • Develop & Implement both long & short-term maintenance and constructionstrategies for service improvement and to reduce operating costs.
  • Manage the execution of maintenance activities, phased construction andmodification of the supply base facilities as maybe required from time totime.
  • Report daily to the country manager according to a set procedure andformat.
  • Monitor staff performance and manage staff development and placement in theorganization to achieve the highest quality of service.
  • Maintain accurate utilization data for all offshore marine logistics equipment inoperation. Analyze performance trends to ensure continuous improvement
  • Co-ordinate and support the management of all offshore emergency response forthe client companies, ensuring procedures are tested at regular intervals
  • Annually agree the service level in terms of cost and performance with the Assetorganization and develop budget estimate for approval by the management.
  • Ensure cost effective business/operational management as the contract/budgetholder for all supply base contracts for onshore/offshore logisticsrequirements, ensuring optimization to maximize return on investments and theachievement of minimum life time cycle costs.
  • Drive base sharing initiatives with other IOCs in other to reduce cost of operationsand improve profitability of the business efficiency.

Key Challenges:
  • To manage an integrated base infrastructure and organization and effectivelysupporting the Floating LNG Plants and other offshore assets, and any plannedgrowth in onshore & offshore projects.
  • To manage an operational support base in an unstable environment within arestive community.
  • To maintain flexibility of all logistic resources to be able to deploy in order tocope with the uncertainties in HSSE issues, operational change and multipleprogram scenarios.



Requirements

  • A good Degree in mechanical engineering, civil engineering, etc with aminimum of 12 years experience in projects management, operations,maintenance, construction ’works and supply and logistics base management,with at least 5 years’ experience in a supervisory/management role.
  • Pre & post tender contract management skills.
  • Cost management skills.
  • Effective communication & customer management skills.
  • Past experience in oilfield fabrication and construction or marine EP supportoperations and contract management will be an advantage.
  • A good understanding of HSE and emergency response management.
  • Good leadership and analytical Skills.
  • High proficiency in computer applications.
