The Consultant (or team of consultants) is expected to provide an in-depth analytical qualitative mapping of best practice approaches with regard to operation and maintenance systems at school level, and then outlining preconditions/transferability in the Jordanian context. In particular the local consultants will support the team leader in the delivering the following:

Provide support to the team leader through desk-based research (specifically with regards to material in Arabic), undertaking a detailed document study of all relevant documents, identifying key stakeholders, setting up meetings, facilitating meetings, conducting interviews and arranging focus group discussions (to formulate and verify findings and proposals), and drafting sections of deliverables (as required). The local consultant will support the team leader in: (i) identifying a non-exclusive list of key constituting aspects and system characteristics of the Jordanian education sector in relation to facility management issues, taking into account experiences from ongoing interventions and information contained in available documents (including, but not exclusively, those listed in Sections 1.2 and 2.2. above); (ii) undertaking a desk-based research into international operation and maintenance systems at the school level and systems most suitable for adaptation to the Jordanian context, as well as, describing key elements for potential adaptation and discussing best possible approaches for adaptation; (iii) consolidating and integrating all findings from previous points into a clear matrix summarising best practice, relevance of system characteristics to Jordan, and potential benefits of applying the new system.
